DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

Provide technical expertise in the administration and supervision of design and construction of Capital Improvement Projects such drainage, paving, water and wastewater projects.

Prepare and/or review design and construction plans, specifications, technical reports, and cost estimates.

Review and process contracts, invoices and pay estimates, supplemental agreements or appropriations, change orders, request for information and request for council action.

Attend and conduct design/construction progress meetings and on-site field observations/inspections. Supervise and manage design consultants and construction contractors.

Investigate and respond to inquiries from other City of Houston departments, consultants, agencies, contractors and the public.


WORKING CONDITIONS
This position is physically comfortable. This position will require standing, walking, bending, minor lifting, climbing stairs, and the ability to perform field investigations and negotiate field hazards.

This is a Department of Public Works Emergency Management Position at the Tier III Level.

Requirements

EDUCATIONAL REQUIREMENTS
Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing;

OR

Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board, and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.

EXPERIENCE REQUIREMENTS
Requires four (4) years of active practice in engineering work after graduation from an approved curriculum in engineering.

Substitution: A Master’s degree in Engineering may be substituted for up to two years of the above experience requirement.

LICENSE REQUIREMENTS
Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.

Engineers from out-of-state must
be hired in a position directly under the supervision of a Professional Engineer licensed by the State of Texas;

AND obtain their license as a Professional Engineer in the State of Texas within six months from date of hire for continued employment with the City of Houston.

A valid Texas Driver's License and compliance with the City of Houston's policy on driving.

Qualifications

Preference will be given to applicants with experience in Hydrologic and Hydraulic analysis, drainage design, paving design and project management.

Strong communication skills, both orally and in writing, decision-oriented, problem-solving attitude and computer skills will be preferred.

Ideal candidate will have a concentration degree in Civil Engineering.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
