Employee will be assigned to the Office of Abandoned Mine Lands and Reclamation (AML&R), Design Section in the Fairmont Regional Office. Under limited supervision of the Fairmont Design Manager, employee will perform professional work at the adequate performance level, providing a wide variety of engineering services. Employee will perform all duties required of the Division of Purchasing to select qualified engineering firms to design AML&R projects and meet planned construction schedules.

Duties:
  • Monitor contractor's development of design plans and specifications; analyze design concepts with regard to feasibility of construction, economics, conformance to standard engineering practices; and compliance with reclamation objectives and standards.
  • Monitor the designs for technical correctness and quality control.
  • Perform site investigations to evaluate geo-technical conditions.
  • Establish the extent of the project; develop the design objectives.
  • Determine the scope of work for the measures to accomplish the reclamation objectives.
  • Employee will conduct field and office meetings and conferences.
  • Provide technical assistance in regard to the methods of operation on the designs and operating procedures of the contract.
  • Coordinate activities involving drilling, mapping, surveying, and water monitoring.
  • Employee will perform engineering computations for design features on reclamation plans and evaluate data from hydrologic, hydraulic, earthwork, and geotechnical data.
  • Maintain and provide detailed computer workflow reports and progress schedules of contracted design work, and maintain accurate records of design changes and economic impacts for quality control.
  • Employee will perform other duties as required or assigned.

Expectations and notes:
  • Employee must be computer literate with the ability to learn skills in AutoCAD and GIS software.
  • Regular attendance is an essential part of this position.
  • The recommended candidate will be subject to a search of his or her Motor Vehicle Record (MVR) prior to be hired and annually thereafter.
  • Qualifying applicants will be required to complete an internet-based profile assessment to compare the applicant's thinking and reasoning skills, behavioral traits and the occupational interests against the traits determined to be important to the posted position.
  • All new employees that are involved with specific DEP programs subject to the Surface Mining Control and Reclamation Act (SMRCA) of 1977 must file prior to final appointment and annually thereafter, a Statement of Employment and Financial Interest (OSM 23).

Qualifications

Training: Current Professional Engineer (PE) license issued by the West Virginia State Board of Registration for Professional Engineers.

AND

Experience: Seven (7) years of full-time or equivalent part-time paid experience in engineering, in which three (3) years must be as a licensed Professional Engineer.

Note: The experience must have been acquired after the bachelor’s degree but may have occurred before or after registration as a professional engineer.

Preference will be given to candidates with ABET accredited Baccalaureate of Engineering degrees in Civil, Mining or Environmental.
