Key Requirements

  • At least one year of specialized experience equivalent to GS-12/13 in engineering design, development, test & evaluation, integration, or in-service support of warfare or C5I systems

  • Experience leading SIGINT (Signals Intelligence) and EW (Electronic Warfare) projects in support of intelligence programs

Full Job Description

You will serve as an Engineer in the Operations Engineering Branch; Intelligence & Cyber Technology Division of NAVSURFWARCENACT DAM NECK VA.

You will serve as the Operational Domain with Information Neural Networks (ODINN) Project Manager.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer coordinating or conducting design, development, test & evaluation, integration, or in-service engineering of warfare systems or C5I (Command, Control, Communications, Computers, Combat Systems and Intelligence) systems.

  • You will lead and manage specific Signals Intelligence (SIGINT) and Electronic Warfare (EW) Projects in support of the Intelligence Program.
  • You will be responsible for the overall planning, direction, and success of projects utilizing effective and efficient advanced technical knowledge of engineering and scientist principles.
  • You will perform project management techniques, processes, and protocols to ensure that customer requirements are met or exceeded in terms of cost, schedule, performance, and technical quality.
  • You will be responsible for overall program definition, organization, and direction including the development of long-term and short-term plans and for formulating, guiding, and directing the technical approach of Intelligence program projects.
  • You will assist the Branch and Division Head with strategic business area planning and implement execution plans for strategic program objectives.
  • You will establish and control technical milestones, schedules, budgets, and costs to ensure program success.
  • You will effectively assess resourcing for completion of tasks and communicate to the Branch Head on resource needs and gaps.
  • You will plan and execute an acquisition strategy for both material and services to accommodate current and future requirements.
  • You will maintain and execute an effective stakeholder communication plan to provide consistent engagement with all stakeholders, including with the assigned customer base to provide advocacy for their current and future requirements.
