Note: Actual salary includes locality pay (15-40%+ depending on location).

You must have one full year of specialized experience at or equivalent to the GS-13 level.
Specialized experience is defined as: Experience in leading teams and/or conducting independent analysis regarding complex issues related to the regulation of natural gas and/or oil pipeline industry such as: rate of return on equity, transportation service proposals; gas storage services; or changes to tariff terms and conditions of service, surcharge mechanisms, allocation of capacity.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including any volunteer experience.

Major Duties:
As an Energy Industry Analyst, some of your typical work assignments may include: Demonstrating ability to apply knowledge of the relevant natural gas and/or oil pipeline statutes (including the Natural Gas Act, Natural Gas Policy Act, Interstate Commerce Act, Title 18 - Code of Federal Regulations, Energy Policy Acts of 1992 and 2005), and Commission orders to analyze applications involving market rules, rates and tariffs, transportation and open access services.
Demonstrating ability to apply knowledge of natural gas and/or oil pipeline regulation to the analysis and evaluation of policy options on natural gas and/or oil pipeline ratemaking and tariff matters and to formulate independent recommendations on those options.
Demonstrating ability to independently prepare and support well-reasoned technical recommendations related to the natural gas and/or oil pipeline industry and ensure timely completion of written results of high quality.
Demonstrating ability to explain complex policy initiatives and/or defend innovative technical recommendations relating to the natural gas and/or oil industry to high-ranking officials orally.
Ability in leading a designated team to research/analyze complex and sometimes controversial issues related to the natural gas and/or oil pipeline industry and ensure the timely completion of high quality products.
