Job Description

Summary

This job involves advising managers and employees on workplace issues like disputes, discipline, and accommodations to ensure fair and legal outcomes in a state transportation department.

Full Job Description


Consults with directors, managers, supervisors, District Human Resources Managers (DHRMs), Headquarters Human Resources (HQ HR) Liaisons, and employees concerning employee relations issues within the Agency. Research issues and provides guidance. Processes disciplinary actions to include coordinating grievances and complaints. Assists with the investigation of a variety of human resources issues (Equal Employment Opportunity (EEO), Wage and Hour, Harassment, Americans with Disability Act (ADA), Discrimination, employee disputes, hiring, etc.) to ensure that effective, legally compliant resolutions are determined in a timely manner and within guidelines and regulations.

Consults with employees and supervisors regarding a variety of procedures and program requirements to provide necessary information for decision making, taking appropriate action and/or referring to another entity if necessary. Exercises a high degree of expertise while coordinating and reviewing return-to-work statuses and/or requests for reasonable accommodations.

Manages the Exit Interview Program for SCDOT. Issues and maintains the Exit Interview surveys for employees for separated employees. Collaborates with DHR, HQ HR Liaisons, and supervisors as necessary to coordinate in-person exit interviews or conduct follow-ups. Maintains a tracking system to record exit interview data and monitor trends. Communicates survey information and any trends for completed surveys to the Employee Relations Manager and HR Director. Consults with respective managers and Division Directors to share relevant feedback and recommends appropriate actions if needed. Provides sensitive and required information in a timely manner.

Develops and maintains a positive working relationship with management, DHR, HQ HR Liaisons, and employees. Works closely with legal staff/representatives, Division of State Human Resources, State Human Affairs Commission, Equal Employment Opportunity Commission (EEOC) and other related entities. Provides required information in a timely manner.

Develops and provides training to supervisors and employees ensuring all are knowledgeable of current practices, employment regulations and employment laws. Collects related data and provides statistics, as necessary. Completes special projects as requested. Performs other related duties as required.

Requirements

A bachelor's degree and two and one-half (2.5) years of relevant human resources experience; or an approved acceptable equivalence. Must possess a valid motor vehicle operator's license.

The physical demands for the essential functions includes sitting or standing at a desk for an extended periods and working on a computer. May be required to lift up to 30 lbs. May be required to work outside normal work schedule. Some travel is required.

Qualifications

Two and one-half (2.5) years of Employee Relations experience.
