Job Description

Summary

This job involves helping plan and carry out emergency responses for the Air National Guard, focusing on things like chemical, biological, and hazardous material incidents, while making sure everyone is trained and ready for disasters or accidents.

It includes updating plans, checking agreements with other groups, and supporting operations from the base to worldwide missions.

Key Requirements

  • Experience reviewing and updating Memoranda of Agreement/Understanding (MOA/MOU) and Mutual Aid Agreements (MAA)
  • Ability to analyze emergency management capabilities, shortfalls, and limitations
  • Military enlisted grade and eligibility for National Guard Title 32 Excepted Service
  • Proficiency in maintaining Emergency Operations Center (EOC) checklists and quick reaction checklists (QRCs)

Full Job Description

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a EMERGENCY MANAGEMENT SPECIALIST, Position Description Number D2224P01 and is part of the 106TH RQW, National Guard.

This vacancy does not meet the criteria for appointment of annuitants.

Military Grades: ENLISTED SPECIALIZED EXPERIENCE: Must have one year equivalent to a GS-07, with demonstrated knowledge or experience assisting in the development and coordination of plans and procedures for implementation and execution of the RED HORSE Emergency Management Plan (IEMP 10-2).

Reviewing existing plans to ensures EM planning and response actions are included in the Anti-Terrorism Force Protections (AT/FP), Medical Contingency Response, Disease Containment Plans, state and local plans (as applicable), Emergency Operations Center (EOC), and CBRN Control Center checklists in accordance with Occupational Safety and Health Administration (OSHA) directives, National Response Framework (NRF) organization, National Incident Management System (NIMS), and the Air Force Incident Management System (AFIMS).

Assisting in the development of adequate disaster preparedness measures to minimize the effects of natural disasters and/or major accidents and incidents.

Conducting annual review of Memoranda of Agreement/Memorandum of Understanding (MOA/MOU) and Mutual Aid Agreements (MAA).

Analyzing and identifying EM capabilities and any shortfalls and/or limitations. Maintains applicable EOC quick reaction checklists (QRCs) in support of the IEMP 10-2. Major Duties:

The primary purpose of this position is to execute the Emergency Management (EM), Chemical Biological Radiological Nuclear (CBRN), and Hazardous Material (HAZMAT) emergency response, logistics, and training programs.

The position develops, manages, and executes the EM programs, ensuring all military, civilian and contract personnel are trained and equipped to support home station and worldwide contingency operations.
