Are you an Emergency Management professional passionate about protecting the health, safety, and security of employees, members of the public, and the agency you serve?


We are seeking an effective communicator with excellent critical thinking and problem solving skills to lead the charge in developing emergency management plans and processes.

Additionally, this position will facilitate exercises that test WDFW’s capability to meet emergency support function commitments.


Resourcefulness and personal responsibility are key in this role, and the successful candidate will thrive in an environment where they can prioritize, multi-task, and keep thorough and accurate records.


What to Expect-

Among the varied range of responsibilities held within this role, the Emergency Management Coordinator will assume the following roles:


Emergency Management Plans Coordinator:

  • Develops, coordinates, and maintains all agency emergency management plans and standard operating procedures to include the Comprehensive Emergency Management Plan (CEMP), Continuity of Operations Plan (COOP), Communications Plan, and all associated annexes and appendices.


  • Submits plans and annexes to the Emergency Management Division to maintain compliance with applicable legislative directives and statutes.


  • Mandatory planning tasks include: updating all employee contact lists, identifying staff who perform essential functions, establishment and publication of organizational status when impacted by disasters, development and testing of redundant communications processes when primary means are not available, and inventorying organizational critical functions (including supporting systems) and developing mitigation strategies to ensure they continue with minimal interruption during catastrophic incidents and disasters.


  • Acts as primary agency representative to the State Interagency Continuity of Operations Planning Committee as well as any other activities or events with State-level involvement.


Emergency Management Training and Exercise Evaluator:

  • Completes Homeland Security Exercise and Evaluation Practitioner training and uses this certification to design, coordinate, and facilitate exercises that test WDFW’s capability to meet emergency support function commitments.


  • Evaluates the effectiveness of agency preparedness for disasters and catastrophic incidents through by researching, designing, and implementing local agency drills and exercises that test agency resiliency and response.


  • Conducts Incident Command System (ICS) training for agency staff; key actions include development of training resources, reporting compliance to the State Military Department for completion of mandatory FEMA training for staff assigned to critical positions.


  • Designs agency exercise scripts for state and national level exercises such as Cascadia Rising and Evergreen Quake; coordinates agency participation and reports on performance outcomes to agency leadership.


  • Serves on State-level and local exercise planning committees and inserts scenarios that test WDFW essential functions.


Emergency Operations Center and State Agency Liaison (SAL):

  • Finds and allocates resources to support agency responses to disasters and planned events


  • Assists in activating and staffing the agency emergency operations center (WILDCOMM)


  • Serves on the command and general staff of the agency incident management team when activated


  • Assists in the development, coordination, and implementation of standard operating procedures for both planned events and anticipated disaster responses


  • Organizes and allocates WDFW resources to mitigate impacts of disasters


Working Conditions:

Work Setting, including hazards: Work is performed statewide including at outdoors remote work sites. May work in confined work settings or inside command post-style facilities where access is limited.

Work and visitation to field work sites may include exposure to hazards related to wildlife, remote environment, water, equipment, natural disasters or other job tasks being conducted by staff.

The position also works indoors in an office environment and is exposed to hazards including, sitting, prolonged computer use, driving and job site hazards.

This position may involve working in or near water, including tasks that require navigating, negotiating, and performing duties related to water environments.

Schedule (i.e., hours and days): Standard business hours are Monday – Friday from 8 a.m. to 5 p.m., but the incumbent may be expected to adjust the work schedule to meet business needs. A flexible work schedule will be considered at the incumbent’s request, subject to supervisory approval.

Travel Requirements: Some travel is required, and is typically local or regional, to facilitate business, attend meetings and/or provide training.

Tools and Equipment: Duties require the use of standard office furniture and equipment (e.g., desk, filing cabinet, computer, printer, telephone, fax machine, copy machine, etc.)

Customer Interactions: Will work with a variety of customers, including the public, multi-jurisdictional partners, legislative staff and other government officials. May deal with disagreeable and/or confrontational people occasionally.


Qualifications:

Required Qualifications:

Option 1: One (1) year of experience as an Emergency Management Program Specialist 2


Option 2:

  • A Bachelor's degree and four (4) years of professional level experience in one or more of the following:
    • Emergency management
    • Homeland security
    • Mitigation and/or disaster recovery planning
    • Emergency communications systems
    • Training/education
    • Public information/affairs
    • Program/project management
      • Qualifying Program/Project management is defined as: Directing, coordinating, monitoring and evaluating a project or program having a specific goal to be achieved within a specific time frame.
    • Scientific environmental analysis or planning
    • Civil/structural engineering
    • Legislative affairs
    • Urban planning

Note: Additional qualifying experience may substitute, year for year, for the education requirement. A Master’s or Ph.D. degree will substitute for one year of the emergency management experience requirement.


Required Skills, Abilities and Competencies:

  • Ability to multi-task and prioritize in a busy office environment.
  • Confident and skillfull use of personal computers and the Microsoft Office suite of products (i.e. Word, Excel, Outlook, PowerPoint, and Teams in particular) to produce timely, accurate, and professional work products.


Special Requirements/Conditions of Employment:

  • Must undergo and pass a background check.
  • Must successfully complete ICS 300 and 400 and Homeland Security Exercise and Evaluation (HSEEP) Coursework within first year of employment in the position.


Preferred Qualifications:

In addition to the required qualifications, our ideal applicant will possess one or more of the following:

  • Two years of experience as an Emergency Management Program Specialist 2.
  • One (1) year of supervisory experience.
