Minimum Qualifications:
Bachelor’s degree in public safety, fire science, emergency management, public administration, allied or public health administration or related field is required; supplemented by three (3) years of experience in emergency management or response, public safety, homeland security, or related field to include two (2) years supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required:
Must possess and maintain a valid Georgia driver’s license. Must possess and maintain FEMA Incident Command System (ICS) 100, 200, 700 and 800. Must obtain Georgia Certified Emergency Manager certification within 30 months of employment.
Preferred Certification in Command or General Staff ICS positions, Liaison Officer, Public Information Officer, Safety Officer, Operations Section Chief, Planning Section Unites or Planning Section Chief, Logistics Section Units or Chief, and/or Finance/Admin Section Units or Chief.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures and applicable federal and state (FEMA, GEMA, Homeland Security, and OSHA) regulations, practices, and procedures necessary to function effectively in the position.
EXAMINATION:The examination process will include the following: application review and evaluation to establish Merit System rating as to reflect Highly Qualified, Qualified or Not Qualified.

Purpose of Classification:
The purpose of this classification is to manage the personnel and operations of a Branch of the Emergency Management Division of the Department as well as multiple tasks including operations, planning, logistics, as assigned, including response to emergency calls, operation of equipment as well as other activities of the Emergency Management Department.
The Emergency Management Battalion Chief is distinguished from the Emergency Management Division Chief in that the former manages the Emergerncy Management Division and the latter oversees a branch of the Division.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Assist with the daily operations in the following divisions of Operations, Planning, Logistics and Finance/Administration within the Department of Emergency Management.
Supervises, direct, and evaluate assigned staff: develop and oversees employee work schedules to ensure adequate coverage and control, compiles and review timesheets; approves/proves employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and train staff in operations, policies, and procedures.
Administers applicable County, State and Federally mandated programs while researching, developing and maintaining applicable emergency plans; Assist in process and procedures that prepares the jurisdiction for an emergency and/or natural disasters; manages portions of the Emergency Management response to natural or manmade emergencies and/or disaster situations.
Assist in managing the Emergency Management response to natural or manmade emergencies and/or disaster situations; Assist in managing the day to day of a variety of special departmental programs, which may include: Common operational picture and situational awareness, acting as a liaison and coordinator between internal/external partners, city/county governments, private sector, faith-based partners, mass care partners and State and Federal agencies, and/or other related programs; Maintains the Multi Agency Coordination Center’s (MACC) or the Emergency Operations Center’s (EOC) equipment, processes and procedures to ensure they are in a state of readiness and staffs the MACC/EOC during activations.
Provides support for and assist in managing a specific set of administrative functions in support of departmental operations including but not limited to budget, information and records management, issues and analyses program evaluation and planning, travel/in-service training; oversees projects, major studies, reviews, initiatives, assist with budgets and grants; Prepares and processes a variety of administrative actions and transactions; create, composes, edits, prepares and distributes various reports and forms of correspondence; Oversees assigned projects, including establishing workloads, prioritizing work assignments, evaluating training needs, interpreting and enforcing policies and procedures, resolving interdepartmental/community partner issues, making recommendations as required; Performs statistical and operation analyses and develops recommendations in their specific project areas of Operations, Planning, Logistics and Finance/Administration Division, including long-range planning requirements, budget cost estimates and program enhancements; Evaluates, monitors, and identifies operational and technical needs of community/external/internal partners, makes recommendation for development and/or performance enhancements and coordinates the delivery of training to community/external/internal partners when needed; Analyzes high-visibility and complex issues affecting assigned function, provides advice and recommendation, and makes independent judgement decisions to facilitate resolution.
Using a hazard, risk and vulnerability analysis (HRVA) develops plans to effectively deal with emerging issues related to emergency management; Assists in the design and conduct of Emergency Management exercise and training utilizing the Homeland Security Exercise and Evaluation Program (HSEEP) model for exercise design, conduct, and evaluation; Supervises the process and procedures necessary to plan/prepare for special events and successfully coordinates the common operation picture, situational awareness, operations, planning, logistics, & finance/administrative functions of the event(s).
When necessary supervise one of the functions of the event(s); Supervises the coordination, assessment, development & communication of the Continuity of Operations (COOP) requirements and contingency plans, Hazard Mitigation plans, Emergency Operations Plans and other applicable plans..
When needed, manages a department or departments through the process.
Supervises the allocation of emergency resources, personnel and materials, and the dissemination of public information in an emergency or disaster situation; Monitors and relays weather conditions utilizing public and private weather tracking systems as well as information from meteorological service providers; Coordinates short and long-term recovery plans and activities following emergencies or disasters; Assists external and internal partners through the long-term recovery process with Presidential Declared Disasters.
Coordinates with schools, health care facilities, businesses, utilities, nongovernmental organizations and other critical facilities and infrastructures in emergency planning and preparedness initiatives; Provides volunteer coordination, administration, and supervision when needed; Speaks at public engagements and educational events and serves as the Emergency Management Department liaison, attends meetings and hearings, and serves on committees and task force as required; Utilizes tools and techniques to ensure all internal and external partners maintain a common operational picture as well as situations awareness during emergencies, special events, and other situations.
Serves as a Duty Officer; Maintains departmental competencies in accordance with federal, state, and local regulatory standards; Staffs the MACC/EOC during activations.

Physical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (25-50 pounds).
