The primary purpose of this position is to serve as Electrician, responsible to install, repair, troubleshoot, and maintainvarious electrical distribution systems, Uninterruptible Power Systems (UPS), Secondary Power Plant, Main Substation,controls devices/circuitry, and equipment.

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-2800 Electrical Installation and Maintenance Group.

Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying.

Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is ability to do the work of a ELECTRICIAN without more than normal supervision.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of safety regulations, practices, and procedures. 2. Knowledge of technical practices in order to plan, lay out, install, modify, troubleshoot, and repair a variety of completesystems.

Must have a thorough knowledge of the construction, installation, operation, and troubleshooting of sophisticated circuitry and controls associated with unique projects. 3.

Knowledge of electrical and electronic theory and instruments used in shop and trade practices, and of electrical equipment, i.e., test lamps, multimeters, circuit analyzers, circuit breaker testers, voltage recording meters, meggers, wattmeters, ohmmeters, ammeters, wheatstone bridges, and Kelvin bridges to check alignment, output, resistance to ground, and other electrical characteristics.

4. Skill in using and maintaining hand tools such as, screwdrivers, pliers, wirecutters, strippers, cable pullers, drills, soldering irons, and manual or power conduit benders and threaders. 5.

Skill in troubleshooting and tracing hard-to-locate defects or problems.

Must have a basic familiarity with electronics to troubleshoot electrical circuits containing electronic components in order to isolate the cause of malfunction, whether electrical or electronic, in complex relay logic circuits for electrical control systems, computer interface devices, analog/digital controls, and solid state motor control circuits for referral to an electronics mechanic for repair.

Ability to use electrical drawings, blueprints, engineering drawings, and wiring diagrams and to install, troubleshoot,repair, and maintain various electrical systems, controls, and equipment little or no technical supervision.

Physical Effort: Makes repairs from work stands and other hard-to-reach places. Must stand, stoop, bend, kneel, climb, stretch, and work intiring and uncomfortable positions.

Frequently lifts parts and equipment that weigh up to 20 pounds. Occasionally liftsitems that weigh over 40 pounds with assistance from other workers. Climb ladders in excess of 90' feet.

Working Conditions: Majority of work is performed in buildings constructed in an excavated underground secure facility.

Subjected to extremedemands for accuracy of control motion, load sensing, etc., under severe conditions such as high speed, altitude,temperature, humidity, water, icing, pressure and pressure distortions.

Whenever possible, work is done inside well lit,heated, and ventilated areas. Work, both inside and outside, will sometime be in bad weather and/or areas that are noisy,dirty, dusty, and greasy.

May work on scaffolding or cranes at heights of 30 or more feet, or in close quarters such asmanholes or attics. Subject to electric shock, cuts, and bruises.

Occasionally, may be required to climb on water towers ortanks. May be inadvertently exposure to lead, radiation, chemicals, or carcinogens.

Occasionally exposed to the possibilityof injury from falling, electrical shock, burns, and rotary devices such as electrical motors. Frequently exposed to thepossibility of cuts and bruises.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

- Installs, repairs or replaces, modifies, loads, and tests new and existing electrical lines, circuits, systems, fixtures,panels, switches, breakers, and controls.

- Troubleshoots problem areas and inspects for defective equipment and faulty wiring.

- Uses and maintains various types of hand and/or power tools, such as screwdrivers, pliers, wire cutters, solderingirons, cable pullers, hydraulic benders, and pipe threading machines.

- Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe andclean work environment.
