A wide salary range is posted for this position, and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. Work Environment:
This position is full-time, term-limited (Funding is guaranteed for two years from hire), state-funded, and is hybrid.

  • Extended hours during the evening or the weekend may be required by business needs.
  • Up to 25% to 30% of travel required within the State of Colorado for educator preparation meetings/trainings.
  • Overnight travel may be required for this position (25% to 30%)
  • Occasional out-of-state travel may be required.

    • LIGHT/Office environment:
      • Required to sit, view a computer screen, and utilize a keyboard and mouse for extended periods of time.
      • May be required to lift and move up to 10 lbs of force frequently or 20 lbs occasionally.

      • Light work usually requires walking or standing to a significant degree.
    • CO DL Required: Required to safely operate a motor vehicle (OR State of Colorado Fleet motor vehicle) to complete travel requirements.

Position Summary:
The Educator Preparation Specialist position is the primary resource for all Educator Preparation Programs (EPPs) across the state under the direction of the Educator Preparation Manager and the Executive Director of the Educator Workforce Development Unit. Currently there are nearly 60 EPPs including traditional programs at universities and colleges and alternative preparation programs known as Designated Agencies. This position manages the authorization and reauthorization process for these programs, including the review of multiple measures submissions for candidates to show content competency for licensure, and works directly with a variety of stakeholders to ensure consistent and rigorous processes for high-quality educator preparation programs in Colorado.

The final salary is anticipated to fall within the posted salary range, however could be higher or lower depending on the knowledge, skills, abilities, and other qualifications of the preferred candidate while considering internal equity.

Major Duties and Responsibilities:
  • Manages multiple measures submissions for educator candidates/licensure applicants to demonstrate content competency as related to State Board of Education endorsement requirements, including the standards and process for submission, review, and approval of those multiple measures.

  • Coordinates educator preparation efforts, including, but not limited to, stakeholder engagement, process improvement, and technical support for designated agencies and alternative educator applicants.

  • Conducts authorization and reauthorization reviews of educator preparation programs in Colorado, including site visits.

    Facilitates peer reviews, supports program submission refinements, organizes site visit scheduling, including engagement of appropriate state review team members, drafts feedback with recommendations, final reports, and formal communication with programs on their status.

  • Monitors and implements process improvements, fosters relationships, and connects applicants and agencies.

  • Facilitates the process for reviewing, updating, or adding educator licensing endorsement areas, including monitoring field needs, managing stakeholder working groups composed of members from educator preparation programs and school districts, and updating licensing rules.

  • Continually monitors the educational preparation and development environment in and out of Colorado for continuous growth opportunities, initiates conversations about these opportunities, and facilitates implementation of new opportunities as agreed upon by the division leadership.

  • Other duties as assigned.

Qualifications

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
  • Bachelor's degree or a higher degree from an accredited college or university in an education-related field
QUALIFICATIONS AND CONDITIONS:
Qualifications for Success in the Position:
  • At least 7 years of experience in K-12 schools and/or educator preparation programs or a minimum of 7 years of experience as a professional working for a corporation, non-profit, or consulting firm with at least 3 of those years related to K-20 educational programming
  • License or past/present experience as a Colorado teacher, principal, district leader, or educator preparation program leader
  • Experience working with educators, school leaders, and district-level K-12 administrators
  • Experience working with, and/or knowledge of, educator preparation providers (traditional and/or alternative programs)
  • Must possess a professional demeanor
  • Experience leading projects and engaging multiple stakeholder groups.
  • Demonstrated proficiency in professional written and oral communication.
  • Demonstrated experience working under and meeting deadlines.
  • Strong written and verbal communication skills.
  • Strong attention to detail (proofing work, spelling, grammar, formatting, etc.).
  • Demonstrated ability to effectively balance quality of work and productivity expectations.
  • Demonstrated ability to effectively collaborate with internal and external customers (e.g. school districts, other CDE units).
  • Demonstrated ability to prioritize and organize work to accommodate and meet the changing needs of the department and meet deadlines.
  • Demonstrated ability to take initiative and exhibit a proactive approach to work.
  • Demonstrated ability to identify problems and recommend solutions prior to the standard being jeopardized.
  • Demonstrated ability to work independently, as well as on a team.
  • Ability and willingness to travel.
Preferred Qualifications (Preferred/Not Required):
  • Demonstrated knowledge of the Colorado educator preparation landscape, including experience in the authorization or reauthorization process for state-approved programs.
  • Experience with project management, especially in support of large-scale, complex programs

  • Driving Required: To ensure the safety and efficiency of CDE operations, certain positions are designated as "Driving Required." These positions are required to safely operate a motor vehicle or a State of Colorado Fleet motor vehicle to complete the travel requirements.

    These positions are subject to a Motor Vehicle Records (MVR) check and a valid driver’s license requirement if it meets the following criteria:Travel Threshold: The position requires business-related travel totaling 20% or more of standard working hours; AND

  • Operational Necessity: The travel requirements cannot be reasonably or efficiently met by alternative transportation (e.g., public transit, ride-sharing, or rail) due to:
    • Significant travel distances or out-of-state requirements.
    • A high frequency of stops at multiple locations throughout the workday.
    • The need to transport equipment or travel to areas where public transportation is unavailable or impractical.
