THIS IS AN DISTRICT OF COLUMBIA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This position is in the Excepted Service under the authority of Title V, P.L.
114-328, Sections 932 and 1084 (FY17 NDAA). This position is part of the District of Columbia National Guard under Position Description Number NGT5216000.
-- This is NOT a REMOTE position; the incumbent will report to a Duty Station -- Area II: Current Competitive and Excepted Federal employees nationwide and individuals eligible for veterans' preference.
GENERAL EXPERIENCE: Administer, supervise, promote, coordinate, conduct and evaluate programs, activities, and opportunities designed to provide individualized career or self development education plans.
SPECIALIZED EXPERIENCE: Experience in managing the function of work to be performed. Experience that includes leading, directing and assigning work of personnel. Major Duties:
This position is located in the Military Personnel Office (MILPO), Plans and Actions Branch of the Army National Guard.
The purpose of this position is to supervise two or more of the following programs: education, incentives, testing, and guidance.
The position serves as the principal advisor and consultant within the State and has primary responsibility for the development, management, and administration of the aforementioned programs through budget management, personnel supervision, program management, policy development, and advisory services.
Plans, organizes, and directs the activities of assigned program areas, ensuring that legal and regulatory requirements are met.
Develops goals and objectives that align organization and military human resources objectives and establishes policies and procedures for accomplishment of the same.
Coordinates, plans, and schedules with other organization managers and customers as appropriate.
Ensures that leadership is in compliance with statutory and regulatory guidance to maximize program effectiveness. Implements program policy from NGB in accordance with State's strategic objectives.
