Full Job Description

As an Economist, you will perform innovative and advanced economic analyses and conceptual development of evaluation frameworks and methodologies.

We are currently filling one position at one of the following locations: Kansas City, MO Raleigh, NC Fort Worth, TX Lakewood, CO Tacoma, WA Washington, DC The Office of Government-wide Policy is responsible for OGP uses policy, data and strategy to drive efficiency and management excellence across the federal government.

The GS13 salary range starts at $108,173 -$121,785 per year. Locality pay will be determined upon selection.

To qualify, you must meet the basic requirements as described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions.

To meet the basic requirements, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service and meet the positive education requirement as listed below: This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications.

If selected, an official transcript will be required prior to appointment.

Basic Requirements: Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

In addition to meeting the positive education requirements, applicants must have at least one year of specialized experience equivalent to GS-12 grade level of the Federal service.

Specialized experience is defined as experience applying analytical techniques such as designing, developing, and adapting mathematical, statistical, econometric and other scientific methods and techniques to provide evidence in answering economic research questions of interest.

Duties may include analyzing mathematical/statistical results and preparing and writing reports based on findings; planning and conducting economic research and studies relating to policy issues and activities within an enterprise-wide policy organization.

Major Duties:

We are currently filling one vacancy, but additional vacancies may be filled as needed.

MAJOR DUTIES: Performs innovative and advanced economic analyses and conceptual development of evaluation frameworks and methodologies for a wide-range of government regulations including but not limited to the Federal Acquisition Regulations (FAR), the GSA Acquisition Regulations (GSAR), the Federal Management Regulations (FMR), and the Federal Travel Regulations (FTR).

Conducts research and policy analysis using econometric theory, statistical modeling, and risk-cost or input/output analysis to evaluate regulatory impacts.

Leads or contributes to the development of economic evaluation frameworks and serves as a consultant and advisor to OGP and other groups.

Coordinates the execution of major special studies or integrated program segments.

Reviews and analyzes proposed actions, policies, and regulations with a specific focus on the economic impacts of those activities, including the impact on small businesses under the Regulatory Flexibility Act (RFA).

Undertakes studies, as directed by the Supervisor, and participates in teams that engage in the economic analysis of major policy issues.

Drafts Regulatory Impact Analyses (RIAs) required by relevant laws, as well as other reports and documents, pursuant to Executive Orders (E.O.s) 12866 ("Regulatory Planning and Review) and 13563 ("Improving Regulations and Regulatory Review"), OMB Circular A-4, the Regulatory Flexibility Act (RFA), the Paperwork Reduction Act (PRA), the Unfunded Mandates Act (UMRA), the Congressional Review Act (CRA), and other similar applicable statutes.

The incumbent must analyze and define problems which require finding a solution; the problems are such that in either case, the incumbent is responsible for the original plan, for coordinating the execution of the project, and for the conclusions which represent the solution.

The incumbent is responsible for a pattern of small studies or program segments which represents an integrated program.

Such assignments involve the initiation, formulation, planning, execution, and control of major special studies or continuing projects.
