THE OFFICE
The City Budget Office works to make the best use of the City of Seattle's financial resources in implementing the priorities of the City's elected officials.
The primary role of the analyst, and of the office, is to prepare the City’s annual budget.
This is accomplished by analyzing departmental proposals and policies, advising decision-makers, looking for opportunities to make City government more fiscally sound and efficient, and working on behalf of the Mayor with departments and City Council staff.

THE POSITION
The City of Seattle’s City Budget Office is seeking a skilled economist to join the Economics & Revenue team.
We are specifically looking for applicants who have experience in forecasting cost and revenue streams, econometric modeling, and budgeting, and can analyze data with an equity lens.
The current portfolio includes work on healthcare costs, other employee benefits, and transportation-related revenues.
Your ability to flex and reprioritize successfully when new priorities emerge will be an asset in this job.

Comfortable working with data.
You will need to use a variety of techniques to transform raw data into actionable insights, which may include finding publicly available data, querying databases, cleaning, analyzing, and forecasting.
Software like Excel, R and R Studio, EViews, Tableau, and Power BI are used by the team, and proficiency with some of these or similar applications will be helpful.
Able to apply economic and econometric principles. You will need to consider how various factors may influence a cost or revenue stream, including macroeconomic conditions and behavioral changes.
A familiarity with and ability to apply the fundamentals of regression modeling and forecasting techniques will be helpful.
Familiar with healthcare claims and trends.
You will be tasked with using a rich data warehouse of healthcare claims and trends, including regional and national benchmarks, to identify actionable insights that help the City improve its members' health and allocate limited resources most effectively.
Understanding of healthcare cost drivers and trend dynamics in employer-funded plans will be helpful.
Able to apply a lens of race and gender equity to the work.
Working with data on City employees and diverse populations requires an understanding of how barriers to opportunity and advancement vary widely for people of different races and gender identities, and how institutions have historically contributed to inequities.
Understanding how institutional and individual biases in data sampling, collection, and analysis can affect policy and program development is critical to success in this job.
Able to work carefully and with attention to detail. Checking one’s own work is critical, as is the ability to evaluate results from a variety of perspectives.
A clear thinker and a clear communicator. Part of an analyst’s role is to dig deep to uncover the real details, then communicate them to a variety of audiences. Being able to figure out what is important and how to relay that information is a crucial skill set.
Comfortable taking initiative and asking questions. You are a self-starter who can take an analysis and move it forward – even when the path forward isn’t clear.
You can work in an environment where finding the right methodology or technique can often take time and research.
Your willingness to admit when you don’t know and ask for help or input from your team is crucial.
Capable of juggling multiple things at once. CBO is a fast-paced environment, where you might work on several high-priority items in a day. If you can judge which of your tasks are the highest priority and accomplish them on time, you will be successful.
Interested in working in government. You have an intellectual curiosity about how government works and a desire to improve how it runs. They bring an awareness of the role government plays in social justice, equity, and inclusion for the residents and employees of the City of Seattle.
We are looking for candidates who can demonstrate they have the skills listed above through a combination of their work, education, and life experience, as demonstrated in their resume, cover letter, and answers to supplemental questions.
This full-time, benefited position is classified as a Strategic Advisor 2, Exempt in the City payroll system. It is exempt from the Civil Service System and the FLSA (not eligible for overtime pay).
The salary range for this classification is $56.67–$84.88; the target salary for this job is $69.00-$72.00.
Work Location and Hours: This position offers the flexibility of a hybrid work schedule. Individual schedules will be based on agreement between the employee and management.
