About the Division of Youth Services: The mission of the Division of Youth Services (DYS) is to protect, restore and improve public safety utilizing a continuum of care that provides effective supervision, promotes accountability to victims and communities, and helps youth lead constructive lives through positive youth development. The strategic goal of DYS
is to operate healthy trauma-responsive organizational environments as demonstrated through prosocial, safe, and non-violent interactions.DYS provides a continuum of services that encompass juvenile detention, assessment, commitment and parole. DYS is the agency statutorily mandated to provide for the care and supervision of youth committed by the District Court to the custody of the Colorado Department of Human Services. The Division operates 15 secure facilities that serve youth between the ages of 10 and 21, who are pre-adjudicated, sentenced, or committed. For pre-adjudicated youth, the Division is also responsible for the management and oversight of the Colorado Youth Detention Continuum; a State-funded, locally administered program that provides services to youth at risk of further progressing into the juvenile justice system. In addition to residential programming, the Division administers juvenile parole services throughout the State. We have many opportunities within DYS to positively impact youth and families.

Requirements
Purpose of Position- The purpose of this position is to coordinate, oversee and implement the program’s responsibilities in the hiring, development, and retention of staff within the Division. This position is responsible for tracking and monitoring the program’s responsibilities relating to HR activities, solving problems, and coordinating with Human Resources and the Division to remove barriers or inefficiencies that may arise. The position proactively plans and coordinates all aspects of the program’s responsibilities so that timely execution of HR processes is achieved.
Job Duties - Staffing Liaison-
This position serves as the liaison between DYS Leadership and Human Resources by overseeing staffing activities. This position is responsible for reviewing, interpreting, disseminating, and/or implementing program policy and procedures as it relates to staffing logistics for the Division and administrators, and Human Resources. Responsible for the development and implementation of processes to streamline and improve efficiency in the program’s execution of its responsibilities in the areas of position descriptions (PD’s), recruiting/selection, new hire onboarding, data management, retention, and employee engagement development. The duties of the role may involve coordinating, overseeing, facilitating, measuring, and reporting on all activities associated with these responsibilities. In addition, this position identifies programmatic barriers and inefficiencies that may contribute to delays or issues with quality, excellence, timeliness, and continuity in achieving the program's workforce staffing goals.
Community Relations and Outreach

This position collaborates with HR and Payroll teams, determines areas for improvements and develops necessary training and coaching sessions for Managers, Supervisors, Program Assistants, and employees. Working with Division directors, facility directors and assistant directors, establishes, develops, and leverages community partnerships and relationships in support of talent acquisition and staff development goals by partnering with local post-secondary learning institutions, chambers of commerce, professional associations, and civic organizations.
Division Position Description Oversight- Works with HR job evaluation personnel to update job descriptions to ensure appropriate job titles/classifications. Provides organization charts and other key information to facilitate the understanding of position requests. Works with the HR business partners unit in wage and other compensation studies for program-specific jobs that are conducted by HR compensation staff. May attend CoWins meetings to support the DYS Director.
Onboarding and Exiting -Creates a welcoming environment for new hires to maintain workforce unity. Responsibilities include the following:
- Problem solves barriers to efficient onboarding of staff.
- Introduce new staff to the team and arrange for a tour of the facility that highlights important areas for employees to be aware of.
- Ensures administrative issues for new hires are completed to enable completion of major onboarding activities
- Facilitates follow-up focus groups with new employees specific to hiring, onboarding, and training. Facilitates a process in the Division for exit interviews and a process for data collection and analysis

MINIMUM QUALIFICATIONS: Experience Only:- Six (6) years of relevant experience in an occupation related to the work assigned to this position
OR
Education and Experience:- A combination of related education and/or relevant experience in an occupation related to the work assigned, equal to six (6) years
Preferred Qualifications:Excellent communication skills.
State of Colorado experience.
Excellent interpersonal and people skills with the ability to interact with multiple program leaders at many different levels.
Ability to have strong analytical skills and can research and analyze data to understand compensation and recruitment trends.
Excellent organizational skills with the ability to pivot and organize priorities.
Ability to adapt to business needs with ease.
Ability to meet and negotiate with leaders supporting positive pathways to support the business need.
Relevant years of state service
Demonstrated experience with federal, state, and local employment laws, regulations, statutes, and rules.
Conditions of Employment:- Full Background CDHS employees (all Direct contact with vulnerable persons): CBI name check and fingerprint check, ICON Colorado court database, Medicare fraud database, Reference Checks, Professional License verification (licensure requirements), Drug Screen, PREA (Division of Youth Services),Trails check (direct contact with children), CAPS (direct contact with adults – Mental Health Institutes, Regional Centers, Veterans Community Living Centers
- Travel – Travel to meetings, trainings, travel to perform Community Relations and Outreach duties may be required
Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment.
