Job Description

Summary

This job involves testing and ensuring the quality of computer systems that help determine eligibility for food, cash, and medical aid for families in Washington state.

You'll create test plans, check how the systems work, find and fix issues, and work with teams to keep everything running smoothly.

Key Requirements

  • Bachelor's degree in an IT field or equivalent experience
  • Four years of professional experience with ACES and Barcode systems for public assistance eligibility, including consulting, analysis, or support
  • Alternatively, four years of software testing experience with relational databases, web/client-server apps, XML, SQL, and testing tools
  • Eight years of IT experience with ACES and Barcode (or eJAS substitute) if no degree
  • Knowledge of system functionality supporting public assistance policies
  • Ability to develop test plans, execute functional/non-functional testing, and manage test environments
  • Strong skills in defect identification, documentation, and collaboration with business partners

IT Quality Assurance-Journey

At the Department of Social and Health Services (DSHS) Division of Information Technology (DIT), our Quality Assurance (QA) team is the final line of defense.

We validate and approve coding changes for mission-critical eligibility systems that deliver essential food, cash, and medical assistance to families across Washington.

It’s a fast-paced environment where your dedication to quality ensures these systems are always ready for the people who need them most.

Some of what you'll learn to do:

  • Develop Strategy: Create and maintain comprehensive test plans and scenarios tailored to complex system requirements
  • Execute & Validate: Perform rigorous functional and non-functional testing to ensure seamless system performance
  • Analyze Data Structures: Review databases and evaluate XML to ensure accurate data processing and integration
  • Test Interfaces: Validate outbound and inbound interfaces, coordinating directly with business partners to ensure flawless data synchronization
  • Collaborate on Design: Participate in requirement and design gathering sessions, providing expert feedback
  • Identify & Resolve: Perform thorough defect identification and reporting, ensuring all system issues are documented and addressed
  • Maintenance of Test Assets: Manage and maintain test data and test environments while overseeing the permanent test library to ensure continuous readiness
  • Document Results: Provide detailed documentation of test outcomes to support system improvements and historical tracking

Who should apply?

Bachelor's Degree in an IT field AND Four (4) years of professional experience using ACES and Barcode to determine and maintain eligibility for public assistance programs.

The experience should include consulting with others on the use of ACES and Barcode, analyzing ACES and Barcode functionality issues, or providing support to other users of the software.

OR A Bachelor's Degree in IT field AND Four (4) years experience with software testing methodologies, experience with relational database management system, experience testing web and/or client server applications with industry test workflow and requirement definition tools.

Experience using XML, SQL and file manager tools. OR Eight (8) years of professional/practical IT experience using ACES and Barcode to determine and maintain eligibility for public assistance programs.

NOTE: Experience utilizing eJAS may substitute year for year for the ACES experience.

ACES and Barcode are Agency designated as mission critical systems, are part of the ITS Disaster Recovery Plan, and are used by DSHS staff that determine eligibility for public assistance benefits.


Knowledge of the functioning of these systems is critical. In order to be successful, a technical background and/or knowledge of how the systems support the policies is required.
