DSHS ESA Basic Food Employment & Training Administrator

The Department of Social and Health Services (DSHS) Economic Services Administration (ESA), Community Services Division (CSD) Office of Programs and Policy (OPP) manages and directs policy and program development for public assistance programs focused on mitigating and preventing poverty.

We are looking for our newest Basic Food Employment and Training (BFET) Administrator to help CSD support ESA’s efforts to reduce the number of individuals and families living below 200% of the federal poverty level in a way that eliminates disparities.

Working as part of the Office of Program and Policy, the BFET Administrator will provide expert guidance statewide in establishing rules and policies for the federally funded Supplemental Nutrition Assistance Program (SNAP) and Employment and Training (E&T) program.

This includes building and maintaining strong partnerships on the federal, state, and local levels and directing staff and resources to develop comprehensive, accurate, and clear policies and guidelines providing agency staff and contractors the information and tools necessary to deliver the best client services possible.

You will have the opportunity to:

  • Manage and direct professional staff statewide
  • Assign work, track and monitor the progress of assignments
  • Direct professional staff who plan and develop policies and promulgation of rules and operating principles for several of the department's statewide administered programs
  • Ensure all state plans required by the federal oversight agency are submitted in a timely manner, including budgets for a local and federal match for contracted services
  • Represent the agency with the federal government, other department administrations, state agencies, and community-based organizations
  • Analyze and interpret public policy issues related to the above programs and for making recommendations on the viability of various public food/nutrition policy and program options for Washington State
  • Create statewide policies in relation to the above programs
  • Serve as part of the management team with the CSD OPP
  • Represent the programs with the media, constituents, and legislative staff.

What we're looking for:

  • Knowledge of the practice of state office, regional and field operations, and the administration of federal and state assistance programs
  • A strong understanding of the State and Federal regulations to include Code of Federal Regulations (CFR) and the Food and Nutrition Act of 2008, as amended
  • Understanding of the process for developing federal waiver and demonstration projects
  • Understanding of the federal quality control process and the state process review panel
  • Ability to effectively manage a complex statewide program
  • Understanding of contract rules and procedures
  • Strength in establishing and maintaining effective working relationships
  • Critical decision-making skills and ability to work independently
  • Expert in the delivery of verbal and written communication across a broad audience
  • Demonstrated ability to establish organizational goals, objectives, performance measures, and an evaluation plan for team activities
  • Skilled in negotiating with federal government officials and other partners
  • Ability to delegate and monitor assignments to ensure work is properly resourced and deadlines are met
  • Knowledge of federal and state legislative processes and state rule-making process
  • Ability to establish organizational goals, objectives, performance measures, and an evaluation plan for team activities
  • Commitment to leadership in ensuring respect, access and belonging in public assistance policy and practice

Who should apply:

Professionals with a Bachelor's degree or higher in public policy or public health, public administration, or other health or social science-related field

And

Five years of progressively responsible professional experience in the area of planning, policy analysis and development, and development and administration of publicly funded programs and services.

Additional equivalent professional experience may substitute year-for-year for required education.

A minimum of two years of experience in administrative, supervisory, management, and analytical skills, as well as technical planning and program knowledge.
