Full Job Description

The Division of Vocational Rehabilitation (DVR) is seeking a Language Access Program Administrator to lead statewide language access services that ensure equitable access for individuals who are Deaf, Hard of Hearing, DeafBlind, Blind, or Limited English Proficient (LEP).

This position serves as DVR’s statewide subject matter expert on language access and ADA compliance, providing leadership, policy development, program oversight, and consultation across the agency.

The role directly supports DVR’s mission by ensuring staff and customers have the access, tools, and services needed to fully participate in vocational rehabilitation programs.

The position supervises two WMS ASL Access Managers, oversees statewide language access operations, and works closely with DVR leadership, DSHS partners, and community stakeholders.

Some of what you will do:

  • Serve as DVR’s primary Language Access Program Administrator, ensuring statewide compliance with the ADA, Rehabilitation Act, and related state and federal requirements.
  • Direct and oversee DVR’s language access program, including interpreter and translation services, staffing, budgeting, resource allocation, and quality monitoring.
  • Develop, implement, and maintain statewide policies, procedures, and systems that ensure consistent, accessible, and equitable language access services.
  • Design and lead strategic initiatives to improve language access and accessibility for underserved and underrepresented populations.
  • Analyze statewide data (utilization, costs, feedback, surveys) to inform program improvements and recommendations to DVR and DSHS leadership.
  • Provide consultation and technical assistance to DVR staff, contractors, partner agencies, and advisory committees, including participation in agency-wide language access workgroups.
  • Lead implementation of DVR’s model program for serving individuals who are Deaf, Hard of Hearing, or DeafBlind, in collaboration with ODHH and other partners.
  • Supervise and support ASL Access Managers, assigning work and guiding implementation of ASL access and interpretation services for DVR staff and customers.
Who should apply:
  • Professionals with a Bachelor’s degree in Rehabilitation, Psychology, Human Services, or a closely related field and at least six years of experience managing or supervising vocational rehabilitation or similar services.
    (Relevant professional experience may substitute year-for-year for education.)

  • Experience working within state agencies and interagency partnerships, including braided funding and shared service delivery models.

  • Experience with job accommodations, assistive technology, and serving individuals with disabilities.

  • Experience collaborating with diverse partners, businesses, and community organizations.

Required knowledge, skills, and abilities
  • Fluency in American Sign Language (ASL).

  • Strong knowledge of deafness, hearing loss, and disability access services.

  • Excellent communication, interpersonal, and relationship-building skills.

  • Strong planning, organization, and prioritization skills in a complex, statewide environment.

  • Advanced critical thinking, problem-solving, and professional judgment.

  • Ability to exercise independent judgment and maintain confidentiality.

  • Proficiency with Microsoft Office, virtual meeting platforms, relay services, assistive technology, and office equipment.

  • Working knowledge of the Americans with Disabilities Act (ADA) and Workforce Innovation and Opportunity Act (WIOA).
