DSHS BHHA Management Analyst 3 - Employment Navigator

Washington State Department of Social and Health Services' (DSHS) Behavioral Health and Habilitation Administration (BHHA) is seeking an Employment Navigator to join their team at Western State Hospital (WSH).

In this role, your primary objective is to support the DSHS Workforce Administrator in the pursuit of providing excellence in staffing and retention activities.

This position contributes to the implementation of a sustainable staffing, outreach, onboarding, and retention program to proactively meet the current and future staffing needs of local facilities.Facilities this position frequently supports:

As an Employment Navigator, you will be actively involved in full life-cycle staffing.

From reviewing applicants, scheduling interviews, conducting reference checks, job offers, completing personnel actions, onboarding new employees, to conducting stay interviews and retaining employees.

You will also develop and maintain our staffing/hiring vacancy database, analyze information, report out hiring trends and retention projections.

Note: Pierce County employees are eligible to receive an Orca Card for transportation needs. Opportunities performed on-site at this work location at least three days a week may be eligible for an additional 5% premium pay in addition to the advertised salary.


Some of what you'll do:

  • Collaborate with the Director of Workforce Administration, Human Resources, and the Talent Acquisition program often
  • Partner with and consult hiring managers through all aspects of hiring
  • Supervise Program Coordinators - assigns, inspects, evaluates and supports
  • Delegate authority and responsibility for the complete hiring process at WSH
  • Provide technical assistance to staff and applicants relating to completing required documentation to meet state and national standards
  • Maintain, analyze and update the database relating to staffing/hiring and vacancy information. Utilizes the data to prepare complex plans, summaries and reports
  • Conduct research and analyzes data to identify Workforce program needs
  • Partner with the Director of Workforce Administration to develop strategies to resolve hiring issues and improve processes
  • Participate in the development and analysis of an onboarding retention mentoring program
  • Conduct “Stay” interviews with new employees on a regular basis to understand and communicate and consult on issues to leadership to better recognize what BHA can do to retain quality employees
  • Maintain data to assess the degree of employee satisfaction and engagement. Identifies and analyzes actions that can improve the employee experience at BHA
  • Participate in Equity, Diversity, and Inclusion (EDI) committees, employee engagement and workgroups. Supports the Workforce Administrator in implementing innovative solutions to strengthen equity, diversity, inclusion, and cultural competencies across the hospital


What we're looking for:

  • Ability to interview effectively, objectively evaluates persons or situations, and uphold our standards in hiring
  • Organizational skills, including, but not limited to, the ability to prioritize work, find information quickly, complete work and return to critical tasks in the midst of multiple interruptions, and multi-task and handle issues quickly but accurately
  • Ability to independently manage time and tasks
  • Ability and experience composing, editing, and proofreading professional communication materials, including correspondence for executive-level signature
  • Intermediate to advanced experience using Word, Excel, PowerPoint, Outlook, SharePoint and the internet
  • Adaptable to change


Who should apply?

Professionals with a Bachelor’s degree* in Business Administration, Human Resources, Public Administration, Health Administration, or a related field.

AND

Three years of experience including planning, analysis, coordination, and consultation.

*Professional experience in related fields may be substituted year for year for education.
