Job Description

Summary

This role involves leading a team to support small and diverse businesses in getting opportunities at Houston's airports, ensuring contractors follow rules on hiring and wages, and coordinating between city and airport offices.

A good fit would be someone with strong leadership skills, experience in compliance and procurement, and a passion for promoting minority and women-owned businesses.

The job requires building relationships with vendors and stakeholders to meet federal and local regulations.

Key Requirements

  • Supervise and mentor staff in the Office of Business Opportunity to achieve departmental goals

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Houston Airport System – Office of Business Opportunity (HAS-OBO) is dedicated to fostering a competitive and inclusive business environment across all three airports of the Houston Airport System (IAH, HOU, and EFD). Our mission is to promote the growth and success of local small businesses, with a focus on Minority, Women, Small, and Persons with Disabilities Business Enterprises (M/W/S/PDBE) as well as U.S. Department of Transportation Disadvantaged Business Enterprises (DBE) and Airport Concession Disadvantaged Business Enterprises (ACDBE), as mandated by CFR 49 Parts 23 and 26. HAS-OBO fulfills this mission by advocating for certified firms, ensuring they maximize their participation on airport contracts, and providing the tools, resources, and guidance necessary for long-term business success.

PURPOSE OF THE POSITION:
The OBO Division Manager is responsible for supervising and mentoring HAS OBO staff to ensure departmental goals and performance standards are met. This position serves as the primary liaison between the City’s Office of Business Opportunity (COH OBO) and the Houston Airport System Office of Business Opportunity (HAS OBO), fostering alignment and effective communication between both entities. The Division Manager establishes Minority, Women, Small, Disadvantaged Business Enterprise (MWSDBE) and Airport Concessions Disadvantaged Business Enterprise (ACDBE) contract goals in compliance with processes established by COH OBO and enforces the utilization of certified firms on awarded contracts to meet those goals. The role also develops U.S. Department of Transportation (DOT) Federal Aviation Administration (FAA)–compliant DBE and ACDBE triennial goals for approval by the City’s DBE/ACDBE Liaison. In addition, the Division Manager monitors contractor compliance with the City’s Prevailing Wages and Play or Pay Program requirements and collaborates with internal and external stakeholders to ensure full regulatory and contractual compliance. “Candidates must be able to obtain all security required badge access including Custom Border Patrol access within 6 months from the hire date."
Duties and responsibilities for the Division Manager includes but is not limited to:
  • Monitor the utilization of certified businesses on contracts with established participation goals.
  • Ensure prevailing wages are paid on applicable contracts.
  • Manages and negotiates procurement terms and conditions with potential vendors.
  • Verify contractor compliance with the Play or Pay Program.
  • Serve as the liaison between OBO and Concessions, engaging with prime contractors and sub-tenants on a monthly and quarterly basis to maintain regulatory and contractual compliance.
  • Supervise and mentor HAS OBO staff to ensure departmental objectives are met.
  • Act as the primary liaison between COH OBO and HAS OBO, fostering clear communication and alignment of goals.
  • Drafts and reviews proposed contracts, correspondence, letters of agreements and amendments.
  • Develop, manage, and monitor the HAS OBO budget to support operational and compliance initiatives.
WORKING CONDITIONS
The position is physically comfortable, the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Requires the ability to make simple gross motor responses within large tolerances.

Requirements

EDUCATIONAL REQUIREMENTS
Requires a Bachelor's Degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.

EXPERIENCE REQUIREMENTS
Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity. A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.

Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

  • Experience in government contracting or public sector compliance programs.
  • Budget development and management expertise.
  • Strong analytical and problem-solving abilities.
  • Knowledge of prevailing wage laws, participation goals, and compliance programs.
  • Strong interpersonal and communication skills, with the ability to interact effectively at all organizational levels.
