The Department of Revenue for St. Louis County Government has an immediate opening for a Division Manager, Licensing, to join their team. This position will manage a team, provide them with direction and guidance, and perform managerial oversight, including the issuance of various licenses and the collection of specialized taxes and fees.

Requirements

Essential Function Examples

  • Manage issuance of various licenses for businesses and individuals to operate legally.
  • Administer the collection of specialized taxes such as hotel/motel room sales tax, utilities gross receipts, and false alarm charges.
  • Develop, interpret, and implement processes, regulations and guidelines to ensure compliance with federal, state and local tax codes, including regulations and improve and maintain a continuous, quality improvement process.
  • Draft legislation for the purpose of improving License operations within issuance of various licenses and the collection of specialized taxes and fees.
  • Develop division’s budget to assure all budgetary line-item guidelines are met and expense accounts are properly maintained.

Qualifications

  • Equivalent to a Bachelor’s Degree
    • Preference may be given to applicants who have completed a Master's Degree
  • At least six years of professional work experience in tax collection
  • The work rules for the Department of Revenue require all employees, whether they reside in St. Louis County or elsewhere, to remain current in the payment of their personal and real property taxes
  • Preference may be given to applicants with the following work experience:
    • Public sector
    • Policy development and regulatory interpretation
    • Project management and technology implementation
    • Strong public communication

Additional Information

SELECTION AND APPOINTMENT: A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available.

The selection committee will admit to the interview only those persons who possess the most job-related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire.

The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.

All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.
