DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSThe Division Manager provides strategic leadership and operational oversight for an assigned division. This role is responsible for directing daily operations, guiding and supervising team members, monitoring financial and resource utilization, establishing and communicating division priorities, and ensuring alignment with broader organizational objectives. The Division Manager serves as a key representative of the division and regularly engages with internal and external stakeholders, including delivering presentations and representing the division in public forums.
Essential Duties and Responsibilities:- Lead, plan, and direct daily operations of the division to ensure efficient and effective service delivery.
- Develop and manage the division’s annual budget, including forecasting, monitoring expenditures, and ensuring fiscal accountability.
- Analyze financial reports, trends, and performance metrics to support informed decision-making and resource allocation.
- Present budget proposals, financial updates, and operational reports to executive leadership, governing bodies, and other stakeholders.
- Represent the division at meetings, public forums, presentations, and community events, delivering clear and professional verbal communication.
- Communicate division goals, policies, and performance expectations through presentations, briefings, and written reports.
- Supervise, coach, and evaluate management and professional staff; promote employee development and accountability.
- Oversee organizational structures to ensure appropriate alignment with operational needs and strategic priorities.
- Provide leadership and oversight of personnel activities, including workforce planning and staff development initiatives.
- Ensure compliance with applicable laws, policies, regulations, and organizational procedures.
- Collaborate with other departments/divisions to support organizational initiatives and cross-functional projects.
- Identify opportunities for process improvement, cost savings, and operational efficiencies.
- Respond to inquiries and concerns from leadership, employees, and the public in a professional and timely manner.
WORKING CONDITIONS The position is physically comfortable, the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions. Requires the ability to make simple gross motor responses within large tolerances.
Requirements
EDUCATIONAL REQUIREMENTSRequires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division
EXPERIENCE REQUIREMENTSSeven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity. A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
LICENSE REQUIREMENTSA valid Driver’s License and compliance with the City of Houston’s policy on driving (AP 2-2).
Qualifications
***Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6*** Experience with resource management, operational performance and analysis, and KPI development and tracking.
