Full Job Description

As a Division Director, you will plan, direct, and execute on a nationwide basis, all contracting assigned to the Division.

Location of position: FAS, Office of General Supplies & Services Categories (GSS), Office of Contract Operations Official Duty Station will be determined upon selection.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

The GS-15 salary range starts at $150,359 per year. Salary range is dependent upon duty location.

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.

Specialized experience is experience leading and managing employees performing the full range of acquisition and procurement of supplies and services.

Such experience may include the following: establishing critical elements, setting performance standards, and evaluating employee performance; overseeing the development/implementation, and communication of policies that directly affect the terms and conditions necessary to perform the full range of highly complex pre-award and post award activities utilizing a variety of types of contracts; ensuring that agency regulation and guidance implement statutory requirements and sound policies across the entire spectrum of procurement; managing or supervising experience that includes planning and/or evaluating operations; and overseeing the organization's technical and managerial activities relating to the contracting function.

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications.

If selected, an official transcript will be required prior to appointment. 1102 Qualifications GS-13 & above: You must meet the requirements in 1, 2, or 3 below: 1.

All of a, b, and c below: (a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification.

(b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.

However, to be promoted you will have to meet Option 1 or 3. 3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.

Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

Major Duties:

Major duties include, but are not limited to the following: Serves as a Division Director in the Office of GSS Acquisition Management.

Plans, develops, and administers the procurement management activities of the Division in order to achieve broad program objectives as effectively and economically as possible, and assures compliance with GSA and FAS regulations and established policies, and protects the Government's interests and investments.

Analyzes the Government's requirements as well as industry's capabilities so as to devise the most effective and efficient procurement programs for satisfying user's requirements at the lowest possible overall cost.

Plans, develops, coordinates and justifies the financial and manpower resource requirements for the Center activities; administering systems for controlling both short and long-range objectives.

Plans work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work; assigns work based on priorities, selective consideration of the difficulty and requirements of assignments and the capabilities of employees; evaluates work performance of subordinates; gives advice, counsel or instruction to employees on both work and administrative matters; interviews candidates for positions in the unit; recommends appointment, promotion or reassignment to such positions; hears and resolves complaints from employees, referring group grievances and more unresolved complaints to a higher level supervisor or manager; effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases; identifies developmental and training needs of employees, providing or arranging for needed development and training; finds ways to improve production or increase the quality of the work directed; approves leave; develops performance standards, and ensures the maintenance of safe working conditions for subordinates.

Responsible for communicating orally and in writing to contracting personnel, higher FSS officials, other Government agencies and private industry, for the purpose of conveying, instructing, presenting and/or discussing procurement policies or programs.

Represents the Assistant Commissioner, GSS and Director of Acquisition Management in top level meetings with agencies, industry trade associations, key officials, congressional staff, and state and local governments on matters involving the Center's areas of responsibility.
