The Discovery Specialist (Program Specialist 4) supports agency-wide litigation discovery and public records work by managing records, coordinating requests, and ensuring compliance with state and federal law.

You’ll provide practical guidance to staff, exercise independent judgement, and work closely with legal partners to support civil litigation and defensible public disclosure decisions.

About the division:

Within HCA, the Division of Legal Services (DLS) provides centralized legal and administrative support to all HCA divisions at all employee levels to mitigate risks, comply with changing state and federal laws, and assist HCA in accomplishing its goals. DLS supports all programs within HCA.


About the position:

The Discovery Specialist (Program Specialist 4) reports directly to the Records Officer within the Division of Legal Services’ Enterprise Risk Management Office Public Disclosure Unit.

This position is responsible for the successful management of critical components of the agency-wide Litigation Discovery program by ensuring the successful preservation and production of agency records in accordance with all applicable laws.

This position also provides guidance and customer service to all agency employees regarding the preservation and collection of agency records during the litigation discovery process.


This position is eligible to telework part-time but required to report on-site once a week to meet business need.

The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA.

Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.


Requirements


Some of what you will do:

  • Manage the end-to-end eDiscovery lifecycle within Microsoft Purview platform, including identifying and managing custodians, executing defensible legal holds, and performing advanced indexing and data processing within Review sets to facilitate tagging, redaction, and deduplication.
  • Interpret, review, and apply litigation holds and discovery request policies, procedures, and regulations to requests received for processing.
  • Conduct training for agency staff on effective searching and collection of records.
  • Create, track, and monitor electronic and hardcopy case folders of discovery and litigation requests.
  • Anticipate and assess potential conflicts with the request process and recommend process improvements to the Agency Records Officer before conflicts occur.
  • Exercising independent judgement and acts as an administrative liaison to the Attorney General’s Office to facilitate discovery in civil litigation proceedings
  • Provide professionally sound consultation, advice, and technical assistance to agency employees concerning litigation discovery best practices.
  • Review responsive records for exemptions, redacts records, creates and completes an exemption log when needed.

  • Prepare litigation hold and release notices.

Qualifications


Required qualifications:

Qualifying candidates will meet one of the following criteria options:

Option 1:

Bachelor’s degree or higher in business, public administration, program management, human resources, or closely related field and two (2) years of professional experience in the interpretation of laws, policies and procedures.

Option 2:

Associate's degree in a field identified above, and four (4) years of professional experience in the interpretation of laws, policies and procedures.

Option 3:

Six (6) years of professional experience in the interpretation of laws, policies and procedures.


Required competencies:

Preferred qualifications:

  • Experience with Washington Public Records Act, privacy and confidentiality laws, and rules and exemptions related to public disclosure.
  • Extensive hand-on experience managing end-to-end eDiscovery lifecycle within Microsoft Purview, including custodian management, preservation via legal holds, advanced indexing, and the use of Review Sets for tagging, redaction, and deduplication.
  • EverLaw Certification.
  • Handles customer complaints and questions in a pleasant and professional manner.
  • Exceptional accuracy and attention to detail; can meticulously read documents for hours on end, focusing on material exempt from disclosure.
  • Demonstrated ability to meet legally mandated and supervisor/customer required deadlines.
  • Demonstrated ability to maintain regular punctual attendance.
  • Meets commitments, works independently, accepts accountability, maintains confidentiality, and supports agency values.
  • Demonstrated ability to read, understand, and interpret policies and procedures, and develop written reports.
  • Demonstrated ability to work effectively with others and create and maintain positive professional relationships.
