Full Job Description

The Department of Energy (DOE) is looking for a dynamic executive to serve as a member on the leadership team for the Office of Energy Dominance Financing (EDF).

DOE's Office of Energy Dominance Financing sources, underwrites, structures and manages several federal lending programs in support of large-scale energy infrastructure and manufacturing projects.

Candidates should be committed to improving the efficiency of the Federal government, passionate about the ideals of our American republic, and committed to upholding the rule of law and the United States Constitution.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

TQ 1: Demonstrated expertise in the technical evaluation and due diligence of large-scale energy or infrastructure projects, encompassing the full project lifecycle from conceptual design through construction, commissioning, operations, and decommissioning.

TQ 2: In-depth knowledge of various energy technologies (e.g., nuclear, fossil, renewable, grid transmission, advanced manufacturing, critical minerals, and vehicles) and the ability to critically analyze engineering contracts, materials and equipment specifications, and operations and maintenance agreements.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.

There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture.

This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.

Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. Major Duties:

The Director, Technical and Environmental Division (TED) ls a senior executive level position in the Office of Energy Dominance Financing (EDF) of the U.S. Department of Energy (DOE).

The TED evaluates the technical sufficiency and viability of new energy projects proposed by applicants for DOE energy loan guarantees.

The incumbent supervises and/or performs the following TED functions: Oversee and manage detailed technical evaluations of projects by independent engineers, interacting closely with EDF Investment Officers to ensure thorough examination of: Proposed project site, facility, and component designs, procurement, and construction.

Project plans, including integrated schedules, cost estimates, technical input to financial models, and supply chain. Project technical risks, mitigation activities, and milestones.

Direct labor requirements during construction and operation, alongside project testing, commissioning, operation, maintenance, and decommissioning and environmental compliance.

Direct the implementation of technical requirements derived from key legislative acts (e.g., Bureau of Prisons Act, Energy Independence and Security Act of 2007, American Recovery and Reinvestment Act of 2009) and other applicable statutes and regulations throughout all phases of loan guarantee processing.

Provides presentations, briefings, and responses to questions on highly complex and often unique technical matters involving EDF projects for DOE officials and senior staff, including the Secretary of Energy, Deputy Secretary, Under Secretaries, and Assistant Secretaries, and to external oversight parties including the Office of Management and Budget (OMB), Department of Treasury (Treasury), congressional delegations and administration officials.

Prepares authoritative documents and memoranda for deciding technical Issues, and as necessary, raises technical matters to the attention of the Director, EDF.

Directs the evaluation of technical risks associated with project applications based on technical relevance and merit; applicant capabilities, technical approach, and work plans; and environmental considerations.

Directs the examination of key contracts and agreements for engineering, procurement, and construction, materials and equipment, operations and maintenance, and feedstock, off-take, interconnection, land-use, environmental, or other project licenses, permits, or agreements necessary to assess project viability-and success.

Manage large technical, engineering, and risk assessment with large-scale energy, infrastructure, or industrial projects.
