Key Requirements

  • Ability to apply analytical and evaluative techniques to organizational issues and studies
  • Skills in planning, scheduling, and conducting projects to improve work efficiency and effectiveness
  • Experience reviewing plans and proposals for new or modified programs, assessing impacts on staffing and operations

Full Job Description

You will serve as DIVISION 72 ADMINISTRATIVE OFFICER (AO) in the MAJOR TEST PROGRAMS & INDUSTRIAL DEPARTMENT 70 of NSWC PHILA DIV.

The Secretary of War has ordered a hiring freeze subject to certain limited exceptions. This position is subject to the DoW hiring freeze.

Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.

For NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS-9/10 grade level equivalency) in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Providing analytical advice on administrative matters (e.g., personnel actions, position management, training and performance appraisal systems) to ensure organizational administrative processes, procedures and systems.

For NT-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 pay band (GS-5/6/7/8 grade level equivalency) in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Analyzing progress towards reaching objectives and identifying problems that impact continuity of operations.

  • You will apply/adapt analytical and evaluative techniques to issues and studies.
  • You will plan, schedule and conduct projects to evaluate and recommend improvement to effectiveness and efficiency of work operations.
  • You will analyze and evaluate work related to the program/project management to identify trends and issues.
  • You will review plans and proposals to modify or initiate new programs/projects to analyze impact on organizational structures, staffing and administrative operations.
  • You will monitor operation of the program/projects to measure progress towards reaching objectives and identifying problems and impact of continuing operation on other areas.
  • You will develop work operations and progress plans to achieve managements objectives.
  • You will develop new/modified work methods, organizational structures, management processes, administrative procedures for the programs, guidelines and procedures.
  • You will utilize knowledge of the organization, its functions and mission to gather and analyze facts to make conclusions and recommendations to program/project operations.
