This job involves overseeing and shaping budgets for military and defense operations, ensuring funds are properly allocated and spent on maintenance activities.
It requires reviewing budget proposals, giving advice on changes, and defending funding needs to government leaders.
A good fit would be someone with deep experience in federal budgeting who is dedicated to efficient government, the U.S. Constitution, and fair application of laws.
The Director, Operations (Program/Budget) is responsible for reviewing and formulating Military Department and Defense Agency budgets, budget execution, and apportionment requests related to Operation and Maintenance (O&M) accounts.
This includes reviewing, evaluating, and making recommendations on plans, programs, and proposed program modifications, budget estimates, budget execution programs, apportionment and reprogramming requests, and other cost estimates for accounts within the O&M Title.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications: TQ 1: Demonstrated knowledge of the federal budget principles and processes in developing and preparing annual and supplemental budget submissions, ensuring programs are appropriately and adequately financed.
Demonstrated experience in the programming, budgeting, and execution process.
TQ 2: Demonstrated experience in representing and defending an organization or institution's programmatic and budgetary interests with programs having nationwide scope or impact on Office of Management and Budget and relevant congressional/legislative committee staff.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.

The Director, Operations (Program/Budget) serves as the senior functional authority, architect, implementer, and advisor to the Under Secretary of War (Comptroller) through the Deputy Comptroller (Program/Budget) on budget policies and emergent challenges supporting the Department's strategy and financial stewardship.
Major duties and responsibilities include, but are not limited to: Exercises broad responsibility at the enterprise level to identify, define, scope, interrelate, resource, and address significant complications occurring at multiple levels and across multiple Department of War (DoW) components or with the federal interagency.
Has the authority to make and improve budget policies and processes affecting approximately 35 to 40 percent of DoW's annual budget.
Supervises all budgetary aspects of the operation and maintenance, defense-wide activities, and contingency and international programs of the DoW.
Applies knowledge of the individual Military Services so that individual programs may be evaluated in relation to the overall DoW structure and kept in phase with interrelated programs.
Advises and assists the budgetary staff of the Military Departments on the application of data analytical tools and methods of presentation for comprehensive budget estimates.
Furnishes guidance on the development and improvement of programming methods and assumptions of the Military Departments to ensure the development of budgets on an objective basis correlates with the overall programs.
Formulates and recommends long-range budgetary requirements based on established policies and concepts, and for each fiscal year, formulates specific policies and basic assumptions directly applicable to the compilation and presentation of budgetary requests for all phases of assigned responsibilities.
Maintains direct contact with top officials of the Military Departments and budget officers at the operating levels to ensure familiarity with the programs and highly specialized equipment in such programs.
Serves as the principal or supporting DoW witness in the presentation of military and operation and maintenance budget matters before congressional committees.
