Serves as medical consultant for programs within the Health Programs Branch. Provides medical leadership and guidance regarding surveillance and control of communicable disease.

Assists with development of policies, procedures, guidance documents and standing orders with a focus on science-based decisions, legal mandates and public health practice.

Assists with preparing grant applications and reports. Assists in providing proactive, timely and accurate information about public health issues for media and constituent inquiries.

Rotates in the Communicable Disease Epidemiology Section call schedule (during working hours, nights, weekends, and holidays). Taking call at least one evening per week and one weekend per month.

Provides backup as needed for DPH (Department of Public Health) physicians. Monitors and investigates cases, clusters and outbreaks of reportable diseases.

Directs outbreak control measures in cooperation with staff. Assists with the analysis and interpretation of disease surveillance data. Provides guidance on medical and non-medical mitigation measures.

Serves as preceptor for DPH (Department of Public Health) APRNs (Advanced Practice Registered Nurses).

Maintains clinical competency in areas of public health practice such as family planning, immunizations, and communicable diseases. Completes special projects as determined by leadership.

Assists in using Continuous Quality Improvement (CQI – Continuous Quality Improvement) principles to evaluate surveillance, investigation and response processes.

Uses data to evaluate program effectiveness.

Participates in planning communicable disease prevention and control interventions in disaster response planning, and in policy development for emergency preparedness, mass casualty, and other public health emergencies.

Interprets guidance from federal agencies and other authoritative sources and assist in adapting them for special circumstance in South Carolina.

Participates in relevant section and program meetings and work groups to coordinate and assist in the development of policies and guidance for communicable disease surveillance investigation, and response activities.

Works with the USC School of Medicine Preventive Medicine Residency program (University of South Carolina School of Medicine Preventive Medicine Residency Program).

Serves as one of the state's authorities on public health measures for the prevention and control of communicable diseases and reportable conditions.

Mentors DPH (Department of Public Health) staff in the art of public health practice.

Requirements

State Minimum Requirements: MD (Doctor of Medicine) or DO (Doctor of Osteopathic Medicine) and graduation from an accredited medical school, plus completion of a residency in preventive medicine, family medicine, internal medicine, or pediatrics.

At least two (2) years of experience in public health practice or delivery of primary care.

Relevant training like EIS (Epidemic Intelligence Service) experience or a Master’s Degree in Public Health or a relevant degree can be substituted for one (1) year of experience.

License to practice medicine in South Carolina or a license obtained within the expected period dictated by the state licensing board.


Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.


Agency Additional Requirements: Master's degree in public health or experience in public health administration or practice.
