About the Position: This position with the Defense Health Agency, AD Support Research and Engineering Division located in Silver Spring, MD.

Salary negotiation may be available for those candidates who are new to Federal service. Leave accrual negotiation may be available for those candidates who are new to the Federal service.

Specialized Experience: One year of specialized experience which includes assisting in planning and directing the development of functional requirements for a wide variety of automated systems affecting the organization; conducts research and analyzes data outcomes and outputs related to program development.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Major Duties:

  • Responsible for operation, management, configuration, maintenance, and life cycle management of registry systems.
  • Operate and maintain a sound and integrated IT framework with maximum sustainability in the event of key personnel loss, utility disruptions, and equipment malfunction.
  • Develop or support organizational framework and data-driven gap analysis, using extensive knowledge of Program Management, Information Assurance, Information Technology, and Strategic Development.
  • Manage multiple project management processes to support clinical education and training and research activities associated with the proof of concept and future development of a program or record.
  • Oversee strategic budgeting for future years and operational resource management activities for the current year
  • Manage quality assurance program to include test data plans.
  • Maintain a continuous review and analysis of the operation and internally prepared documents in accordance with established policies, objectives and quality assurance procedures.
  • Work with all Directorates to identify and prioritize user-training requirements and develop collaboratives programs to fulfill those requirements most efficiently.
  • Plan work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work
  • Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees
