The Director of Human Resources at the Merit Systems Protection Board leads all aspects of HR operations for the agency, including planning programs for recruitment, employee development, performance management, and handling special needs for administrative law judges.
This role involves advising top executives on workforce strategies, ensuring compliance with laws and merit-based practices, and managing budgets and large teams to drive organizational efficiency.
It's ideal for an experienced HR leader with a track record in high-stakes decision-making and guiding major changes in government or large organizations.
As the Director of Human Resources, you'll be responsible for providing the full range of human resources services.
You'll be delegated authority to plan, develop and implement the human resource program, position classification, position management, recruitment and staffing, employee development, performance management, employee relations and disciplinary actions, compensation and payroll administration, and the special requirements and authorities related to Administrative Law Judges.

FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Providing enterprise-wide leadership for human capital and people operations, overseeing all HR functions and ensuring compliance with applicable employment laws, merit-based practices, labor standards, and equal employment opportunity requirements.
Advising senior executives and board-level leaders on high impact workforce strategy, organizational design, executive talent management, and large scale change initiatives critical to business performance and mission outcomes.
Exercising decision-making authority over complex, high risk, and precedent setting people matters, including executive employment actions, employee relations and labor issues, disciplinary actions, discrimination claims, and workplace accommodations.
Leading large HR organizations and multimillion dollar budgets, driving modernization, governance, and data driven workforce strategies that strengthen performance, operational efficiency, and organizational accountability.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
