The United States Space Force (USSF) Headquarters (HQ) at Offutt Air Force Base, Nebraska is searching for a Director of Manpower, Personnel and Services (NH-0201-04, GS 14/15 equivalent).

Description: We are seeking a seasoned and dynamic Supervisory Human Resources leader to shape the future of the U.S.

Space Force by spearheading strategic initiatives in manpower planning, force development, succession planning, and talent acquisition.

In this high-impact, mission-critical role, you will build and lead the team defining the workforce for the most modern branch of our military.

We are looking for a proven leader with extensive supervisory experience, a deep understanding of federal HR laws and regulations, and the ability to obtain and maintain a Top-Secret security clearance.

The ideal candidate is an expert in federal Human Capital management with a strong background in providing strategic direction for HR functions, including manpower planning, force development, and talent acquisition.

Extensive supervisory experience is required, along with proven leadership, mentoring, and communication skills.

Applicants must possess expert knowledge of federal HR laws and regulations and be able to obtain and maintain a Top-Secret security clearance.

While a specific degree is not required, knowledge of DoW and Space Force organizations and a certification in human resources, logistics, or supply chain management are preferred.

Key Skills and Abilities: 1.

Expert knowledge of a wide range of Human Capital laws, executive orders, regulations, policies, directives, instructions, and concepts governing functions such as force management, training and development, succession planning, talent acquisition, talent management, engagement, performance or other programs related to personnel management within the federal Government.

2. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Space Force organizations to provide HQ-level staff guidance on technical activities. 3.

Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4.

Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. 5.

Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
