The City of Seattle is seeking qualified candidates for the position of Device Engineering Manager with Seattle Information Technology (IT), Security & Infrastructure Division.

Requirements

The Device Engineering Manager leads a team of technical professionals responsible for the strategic direction, implementation, and support of end-user computing technologies across the City.

This role provides both strategic and hands-on leadership in modernizing desktop services, managing enterprise mobility, and ensuring high-quality service delivery aligned with Citywide IT standards.


Reporting to the Associate Director of Infrastructure Services in the Security and Infrastructure Division, the manager will oversee operations involving Operating System imaging for computers & mobile devices, application packaging and deployment, printer backend management and incident response.

They will also serve as a technical advisor to City departments, guiding modernization efforts and ensuring alignment with governance and ITSM standards.


Team Leadership & Management

  • Supervise and mentor assigned staff, set goals, review performance, and manage work assignments.
  • Foster a culture of continuous learning and technical excellence.

Strategic & Technical Leadership

  • Lead modernization efforts for desktop managed services using SCCM and Intune.
  • Develop and execute roadmaps for device alignment with new OS features and releases.
  • Act as technical lead for projects and incident management.

Technology Operations

  • Oversee application packaging, testing, deployment, and troubleshooting within SCCM and Intune environments.
  • Ensure support for mission-critical applications and alignment with ITSM standards.
  • Manage licensing, vendor negotiations, and budget forecasting for the team.

Process Improvement & Governance

  • Develop governance policies for technology management.
  • Lead process improvement initiatives using Lean principles and continuous improvement methodologies.
  • Contribute to division Work Plan and ensure team alignment with strategic goals.

Customer & Stakeholder Engagement

  • Build strong relationships with Citywide departments and executive leadership.
  • Provide consultation on Windows Enterprise capabilities and usage.

Qualifications

Required Qualifications

NOTE: Equivalent combinations of education, experience and/or training will be considered for the recruitment qualifications.


Education

  • Bachelor’s degree in business, Public Administration, Computer Science, IT Management, or related field.

Technical Experience

  • 8+ years of progressive experience with SCCM and Intune administration.
  • 5+ years of experience in OS image building and desktop/server support.
  • Proficiency in PowerShell scripting and SaaS application management.
  • Demonstrated ability to lead, support, and implement technical solutions.
  • Proven success in technical documentation in a medium-to-large IT organization.

Professional Qualifications

  • 3 years of demonstrable experience leading, mentoring, and developing team members in a technical environment.
  • Strong communication, project management, and multitasking skills.
  • Ability to work independently and collaboratively in a fast-paced environment.
  • Proven success in technical documentation and customer service in a medium-to-large IT organization.
  • Ability to pass Criminal Justice Information Services (CJIS) background check within six months of hire.


Desired Qualifications

  • 5+ years of application packaging experience (InstallShield, Wise, Admin Studio).
  • Advanced scripting skills (PowerShell, WQL, SQL, VBS).
  • Project management certification or training.
  • Experience leading process improvement initiatives and applying Lean principles.
  • Proven ability to engage with all levels of an organization.
  • Experience designing and executing continuous process improvement programs.
  • Microsoft 365 Certified: Modern Desktop Administrator or equivalent certifications.

Additional Information

Salary Range: The full salary range for this position is $62.59 - $93.90 per hour. The salary for this position has been identified up to $88.50/hour depending on experience.

Workplace Environment (Telework Expectation): This position offers the flexibility of a hybrid work schedule. At this time, hybrid schedules require at least three days onsite per week. Individual schedules are determined by operational needs.


This position may require occasional after-hours support and participation in incident response activities.
