This role serves as the second-in-command at the U.S. Merchant Marine Academy, overseeing daily operations, staff, and programs to ensure the school runs smoothly and effectively.
It's ideal for experienced leaders who have managed large educational or military organizations, especially those with a passion for public service, efficiency in government, and upholding American democratic principles.
The job demands strong skills in budgeting, team leadership, and driving results in a complex federal environment.
This position is the chief operating officer with support and assistance provided to the Superintendent in the immediate command of the USMMA responsible for supervising all missions and functions.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
TQ 1: Demonstrated executive level experience leading a multifaceted educational organization or institution, e.g.
a college or university, military command or academy, and/or industry corporation, ideally with a maritime focus, which included planning, developing, and implementing complex operational and administrative programs.
TQ 2: Demonstrated executive level experience in a complex, multi-layered business environment, and ideally should have extensive experience with Federal government processes to include budgeting.
Incumbent must demonstrate understanding of Federal law, internal control, and organizational management processes.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.

ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture.
This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.

Expected outcomes include: Provide oversight of all facets of support to midshipmen education and academic programming through the Dean/Provost, Department Heads, and other Academy leaders; Works closely with the USMMA Superintendent and Office of the Secretary of Transportation, the Deputy Superintendent supports comprehensive efforts to address campus improvement initiatives including academic achievement, infrastructure improvement, and strategic alignment with government and industry requirements (current and emerging); Creates and manages strategic change that will ensure that programmatic decisions effectively support organizational goals, priorities, values, and objectives; Ensures adherence to standards, policies, and procedures on the campus and for the Sea Year training program that maintain the Academy's zero tolerance standard for SASH; Directs a proactive program to ensure effective communications regarding the mission and operations of the Academy to Congress, the public, and other stakeholders, including managing effective coordination with DOT regarding all such communications.
Desired Qualifications The candidate may have experience in a military sea service at any rank, have attained a Coast Guard merchant mariner license, or have led an educational organization or served as a senior leader in the Armed Forces or merchant marine.
