This is a Tier 2 Position. Salary for Tier 2 position in Army is normally between $199,172 and $219,000.

MANDATORY TECHNICAL QUALIFICATION (MTQ): Your resume should demonstrate accomplishments that would satisfy the following technical qualification.
MTQ 1: I possess the demontrated ability to provide sound legal counsel and to manage staff of senior attorneys working in specialized areas of law related to ethics, fiscal law, and financial management.
Expertise in specialized legal areas related to ethics, fiscal law and laws and regulations governing military financial management.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.

ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture.
This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.

The Deputy General Counsel (Ethics & Fiscal) is the senior career legal advisor in the Army on all Government Ethics matters and Fiscal Law.
Clientele is generally the Secretariat but extends throughout the Army.
In Ethics, implements policy from the Office of Government Ethics (OGE) and DoD to ensure uniformity throughout the Army and within DoD. Coordinates closely and directly with OGE and DoD OGC.
Primary client for Fiscal Law advice is the Assistant Secretary of the Army, but advice extends to all Army commands, including those deployed in Overseas Contingency Operations.
Provides advice, counsel, training, and education in both areas.
Responsible for the operation of the Financial Disclosure Management (FDM) system, an automated, paperless financial disclosure reporting system, for all public and confidential financial disclosure filers Army-wide.
Recently made responsible for expanding the system to all DoD filers pursuant to an Executive Agent assignment to the Secretary of the Army.
Oversees $3.5 million budget for FDM for DoD-wide operation, separate from OGC operating budget.
Performance is reviewed in broadest terms for technical and legal expertise, managerial competence and senior leadership effectiveness for contributing to the Army's mission.
Serves under the general direction and receives broad strategic guidance from the General Counsel.
Oversees a civilian workforce of 7, with 2 Drilling Individual Mobilization Augmentees at COL level; directly supervises personnel at COL/YA-O3 levels.
