Full Job Description

This position supports the Office of Emergency Management with a focus on emergency planning, coordination, and operational readiness across mitigation, preparedness, response, and recovery activities. The role is responsible for supporting the development, maintenance, and implementation of emergency management plans, procedures, and programs.

The position participates in Emergency Operations Center (EOC) activations and may serve in assigned roles to support incident response, coordination, and operational activities during emergencies, exercises, and planned events. Responsibilities include supporting emergency planning efforts, coordinating with internal departments and external agencies, and assisting with the delivery of emergency management training and outreach.

The position assists with the development and implementation of exercises consistent with established emergency management standards and supports program and project activities related to emergency preparedness and response. The role also contributes to maintaining emergency management plans and supporting ongoing program initiatives.

Tasks specific to this position include:
  • Lead emergency management planning efforts with internal and external agencies.
  • Supporting emergency planning efforts and maintaining emergency management plans and procedures.
  • Participating in EOC activations and supporting incident response activities.
  • Assisting with coordination between departments, partner agencies, and the community.
  • Supporting emergency management training, exercises, and outreach activities.
  • Assisting with program and project coordination related to emergency management initiatives.

Distinguishing Characteristics

This is the first in a series of three emergency management coordinator-related job classifications within the Public Safety/Emergency Management job family.

This classification supervises assigned emergency management programs rather than having responsibility for the entire work unit.

Responsibilities include supporting all office activities, planning, operations, finance, and logistics in the mitigation, preparedness, response, and recovery phases of emergency management.

This classification requires a flexible work schedule to meet the needs of the department and includes participation in an on-call rotation as the 24-hour duty officer.

Work location is primarily on-site / in-office and various locations throughout the county.

Requirements

  • Lead emergency management planning efforts with internal and external agencies.
  • Plan and implement exercises consistent with the Homeland Security Exercise and Evaluation Program.
  • Facilitate connections with community organizations, including organizations representing historically underserved groups.
  • Maintain elements of emergency management plans including development and delivery of
    multiple mitigation, response, recovery, and preparedness plans, procedures, standards, etc.
  • Research and recommend grant opportunities.
  • Respond to the Emergency Operations Center and fulfill leadership/staff roles.
  • Attend training programs, conferences, and professional development events.
  • Present emergency management topics at conferences and seminars.
  • Provide emergency management training to departments, external agencies, and the community.
  • Lead and manage assigned projects and programs including staff and contractors.
  • Operate department vehicles and equipment.
  • Serve in rotation as on-call 24/7 Duty Officer
  • Perform other job-related duties as assigned.

Qualifications

Education and Experience:
Bachelor’s degree in Emergency Management, Public Administration, Environmental Sciences, Business Management, Planning or a directly related field,
AND,
Four (4) years of increasingly responsible experience in emergency management, strategic planning, research, project management, policy research or program development,
OR,
Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.

Licenses, Registrations, Certifications, or Special Requirements:

Valid Class C Texas Driver’s License (within 3 months of start date).

Completion of NIMS IS-100, 200, 700, 800; (Within 6 months of start date: G-300, G-400).

Certified or Associate Emergency Manager Certification (AEM or CEM) by the International

Association of Emergency Managers within three years of start date.

Candidates must be legally authorized to work in the U.S. (no visa sponsorships).


Preferred:

Completion of FEMA Professional Development Series.

Completion of All-Hazards Position Specific Section Chief training.

Experience developing strategic and operational plans within diverse organizations.

Experience with continuity of government operations planning.

Experience with project management.

Bilingual English and Spanish.

Additional Information

Physical requirements include the ability to lift/carry up to 20-50 pounds occasionally, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment.

Subject to standing, walking, sitting, repetitive motion, reaching, climbing stairs, bending, stooping, kneeling, crouching, crawling, pushing, pulling, balancing, client/customer contact, squatting to perform the essential functions.

Subject to contact with communicable diseases, radiation, hazardous waste, foul odors, smoke, insects, and extreme weather conditions.

Work assignments may include working outdoors and at austere remote locations.
