QUALIFICATIONS: A minimum of five years experience that demonstrates executive management and leadership skills at a level to effectively assist in planning, coordinating and delivering Marine & Family Programs portfolio of programs and services is required.
A bachelor's degree from an accredited college or university is preferred.
Must possess skills to manage complex programs; ability to resolve or negotiate a variety of sensitive problem situations; and an ability to effectively communicate with senior military and civilian officials.
A thorough knowledge of business practices, economic principles, and ability to analyze trends and make improvements in execution parameters.
Knowledge of personnel requirements for various categories of staff.
Must possess excellent oral and writing skills and must have extensive knowledge of computers; possess a valid state driver's license; and be willing to travel on occasion. Major Duties:
SUMMARY OF DUTIES: This position provides on-site supervision and operational management of day-to-day operations for the Marine & Family Programs (M&FP) Division at Marine Corps Air Station (MCAS) Yuma.
The incumbent answers directly to the Deputy Director of M&FP at Camp Pendleton.
Prioritizes consistent communication and coordination with M&FP Deputy Director Camp Pendleton to ensure policy and mission are aligned and in accordance with HQMC and all applicable orders and regulations.
The incumbent ensures appropriate operational support of all functions of the M&FP Division MCAS Yuma, which encompasses the headquarters element and four subordinate branches: Family Care (FC), Behavioral Health (BH) and Personal & Professional Development (PPD), and Family Readiness (FR).
These programs are staffed Non-Appropriated Fund (NAF) Civilians and Civil Service Civilians. Programs across approximately nine separate locations around the Base providing quality of life services.
Provides on-site supervision and support of all M&FP personnel and day-to-day operations to meet service requirements at Marine Corps Air Station Yuma.
Supervises employees to include assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and approving timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment.
¿ Ensures the administrative team are appropriately trained and perform in a well-coordinated manner. Interfaces with senior-level command officials.

¿ Assists in managing the development of policy changes in response to changes in levels of appropriations or legislated changes.
¿ Assists with planning, organizing work, and managing internal procedures to maximize productivity.
¿ Assists in developing and managing substantial appropriated and non-appropriated funds for the division. Reviews monthly financial reports to adjust spending, as needed.
Serves as the Division¿s primary point of contact with other military and civilian activities. Coordinates with command agencies when required to ensure support for special taskers and assignments.
Coordinates with the M&FP Director and Deputy Director with recommendations and advice through effective communication and mutual understanding of mission.
Analyzing programs on a regular basis prompts initiation of correction action to ensure support of operating programs.
Collaborates with the Camp Pendleton Deputy Director in preparation for all HQMC calls, Requests for Information (RFIs), budget planning, and MCCS leadership meetings.
Develops and ensures implementation of an activity safety program in accordance with the Base Safety Office. Ensures employees are aware of safety regulations and complies with OSHA standards.
Takes immediate action to correct identify unsafe or unhealthy working conditions.
Upholds the tenants of Equal Employment Opportunity laws and regulations and continually monitors staff environments for appropriate conduct.
Assists Branches in maintaining relevant certifications and accreditations as directed by HQMC and OSD.
Ensures that subordinate programs conduct corrective actions and submit proof within established deadlines.
With Branch heads, conducts periodic visits to facilities to monitor quality of services, facility conditions, and staff environments. Performs other duties as assigned.
