Full Job Description

This position is located in Office of Policy and Program Development (OPPD), Labeling and Program Delivery Staff (LPDS).

LPDS develops policies and inspection verification methods and administers programs to protect consumers from misbranded and economically adulterated meat, poultry, and egg products such that all labels are truthful and not misleading.

This position can be filled at either Ft. Collins CO or Urbandale IA. Location Negotiable after selection.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled (e.g.

one year at the GS-13 grade level for consideration for the GS-14 grade level.).

For the GS-14 level: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that demonstrates the statements below: Developing, implementing or communicating the strategy, vision and direction of an organization; AND Overseeing, managing or advising on the day-to-day operation of an organization or program; AND Analyzing and making recommendation or decision on workload distribution.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • Directs FSIS agency labeling policies and procedures related to the department.
  • Directs technical support on labeling, food standards and composition and amenability determination to field personnel and the regulated industry.
  • Serves as subject matter expert on food labeling, food standards, amenability determinations, and product composition.
  • Serves as a technical expert and administers the Prior Label Approval System to ensure labeling of meat, poultry and egg products are truthful and not misleading.
  • Reviews, approves and rejects labeling applications submitted by industry for compliance with FSIS statutes, regulations and policies.
  • Leads staff development of regulatory guidance for food labeling, food standards and amenability for industry compliance.
  • Reviews and approves or rejects requests for promotions, selections, and other personnel actions.
  • Resolves technical problems on labeling of meat, poultry and egg products not covered by precedents or established policies.
  • Develops internal plans and procedures to ensure program effectiveness.
  • Communicates with Director, Assistant Administrator, and other Senior Ranking officials.
  • Provides leadership and liaise with other agencies and external groups.
  • Recommends improvements to existing labeling regulations, policies and procedures and labeling, guidance.
  • Participates in developing inspection-related work for the labeling of meat, poultry and egg products.
