Job Description

Summary

This role involves advising top Navy leaders on long-term IT and operational technology investments to support shore facility upgrades, while managing budgets, projects, and teams to ensure everything runs smoothly and securely.

It's ideal for an experienced IT professional with strong leadership skills who thrives in high-stakes government environments and can balance technical expertise with stakeholder collaboration.

The position requires deep knowledge of planning, risk management, and program execution in a military context.

Key Requirements

  • At least one year of specialized experience at GS-14 level or equivalent in IT/OT planning and resourcing for naval or similar environments
  • Proficiency in developing Program Objective Memorandums, cybersecurity risk management strategies, acquisition plans, budget execution, and human capital strategies
  • Expert program management, acquisition, analytical, and critical thinking skills for assessing needs and recommending improvements in Navy shore/facilities
  • Proven ability to implement complex projects, manage risks, assess stakeholder needs, estimate costs/resources, and deliver on time
  • Strong communication skills for engaging senior officials and stakeholders on IT and cybersecurity topics with tact and professionalism
  • Superior interpersonal, organizational, and problem-solving abilities to lead teams, mentor juniors, and work independently or collaboratively

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Ability to advise senior leadership officials within the Naval shore environment on long term IT/OT capital investment planning and resourcing to promote meeting shore/facilities transformation plans and forecasts.

Proficient in developing Program Objective Memorandum, Cybersecurity Risk Management strategies and planning, acquisition strategies, budget execution plans, human capital strategies, and leading a Program Management Office.

2) Proven analytical and problem-solving capabilities, including the ability to critically evaluate information, identify root causes, and formulate balanced recommendations considering cross functional stakeholder interests.

3) Expert program management, acquisition, analytic, and critical thinking skills, including the ability to conduct program assessments, identify needs and requirements, and develop process improvement recommendations for potential implementation within the Navy Shore/Facilities/Installations environment.

4) Expert experience in personally implementing complex projects; managing and mitigating risks, assessing stakeholder requirements, identifying dependencies, and developing responsive project plans; estimating costs and other resources using quantitative analysis to project requirements; and completing projects within deadlines.

5) Expert ability to establish regular contact with internal and external officials at all levels of authority and have periodic contacts with other offices, supplying or seeking information on specialized and non-specialized IT and Cybersecurity matters; excellent use of tact when expressing ideas or opinions to senior leaders and stakeholders.

6) Superior interpersonal, organizational, and problem-solving skills, including demonstrated ability to work effectively both independently and in a team or collaborative environment to lead and mentor junior colleagues.
