MDHA serves Nashville and Davidson County. The mission of the Metropolitan Development and Housing Agency (MDHA) is to create quality affordable housing options, support neighborhoods, strengthen communities, and help build a better Nashville.

MDHA employs over 300 staff members, has a budget of $200 million, and houses approximately 30,000 people, primarily through nearly 8,000 Section 8 Vouchers and over 6,800 apartments, which are mainly Project-Based Rental Assistance (PBRA) units, at 39 properties.

MDHA is a housing authority, a community development agency, and a redevelopment agency.

Position Summary

The Deputy Chief Financial Officer is a key strategic partner to the Chief Financial Officer (CFO). The Deputy CFO oversees all finance, accounting, and reporting activities for the organization.

Ensure compliance with financial regulations, internal controls, and sound fiscal management. Ensure financial sustainability through collaborative leadership and technical expertise.




Requirements

Key Duties and Responsibilities

Leadership & Supervision

  1. Supervise finance staff; support professional development and foster a positive, inclusive, and high-performance culture.
  2. Mentor finance staff, recruit, train, and evaluate the finance staff.
Strategic Planning
  1. Facilitate annual budget development and financial planning; assist the CFO in long-term strategy and fiscal policy.
  2. Provide financial planning and analysis to guide enterprise-level decisions, resource allocation, and capital planning.
  3. Identify process improvements, operating efficiencies, and cost-saving measures.
  4. Analyze financial data monthly, flag risks and opportunities for senior management.
Financial Management
  1. Oversee daily accounting operations, including accounts payable/receivable, payroll, and general ledger management.
  2. Prepare and review financial statements, forecasts, and reports for accuracy and regulatory compliance.
Compliance & Reporting
  1. Ensure timely tax filings and other statutory reporting.
  2. Maintains accurate records, reports on operational effectiveness, trends, and variances to ownership and senior management.
  3. Serve as liaison for external audits, finance committees, and regulatory agencies.
  4. Lead internal audits, monitor internal controls, and ensure compliance with GAAP, GASB, and other regulatory requirements.


Qualifications

Bachelor's degree in business, real estate, public administration, or a related field required; Master's or CPA/CMA/CGMA preferred. Minimum 8-10 years of progressive accounting and finance management, including multi-site/multi-family operations.

Regulatory Expertise

Knowledge of federal, state, and local laws and regulations governing fair housing policies and practices including HUD, LIHTC, Section 8 regulations, and affordable housing standards (preferred for public housing authorities and nonprofits); excellent management, leadership, and interpersonal skills; ability to communicate effectively, orally and in writing in both formal and informal settings; must be detail-oriented; ability to analytically solve problems, make sound judgments and exercise good decision making-ability to perform short and long-range planning.

Resilience

Willingness, mental and physical ability to perform the duties involved in this classification.

Software Management

Skilled in Microsoft Word, Excel, PowerPoint, and other Microsoft software. Preference for Yardi experience.
