For this position, the following Mandatory Technical Qualifications (MTQs) have been established and should be addressed within the resume application.
MTQ1: Demonstrated experience in the development, implementation and maintenance of firearms and explosive programs and service activities within federal, state or local government or the private sector.
MTQ2: Demonstrated experience with providing law enforcement coordination on firearms and explosives programs and service activities with other Federal, State, local and international law enforcement agencies; domestic and foreign government representatives; and industry representatives.
MTQ3: Demonstrated experience in the implementation and/or modification of policies pertaining to firearms and explosives and ensures maximum functional and operational support to the law enforcement mission and strategic operational plans, including developing and evaluating long-range plans, developing and coordinating operations and procedures related to firearms and explosives, while ensuring these programs are effectively administered and in accordance with broadly stated Bureau objectives and priorities.
MTQ4: Demonstrated comprehensive knowledge of a federal, state or local government or private sector law-enforcement organization's structure, missions, programs, policies and procedures, and organizational relationships in order to oversee the implementation of firearms and explosives programs.
Major Duties:
The primary purpose of this position is developing and delivering programmatic policy guidance and technical support relative to firearms and explosives to all components of the Bureau at both the Headquarters and field operational levels.
EPS also drafts the regulations that implement Federal firearms, explosives, alcohol diversion, and tobacco diversion laws within ATF's area of responsibility through its five divisions and Office of Regulatory Affairs.
As the Deputy Assistant Director, Office of Enforcement Programs and Services your typical work assignments may include: Planning, directing, coordinating and executing programs involved with developing and providing policy guidance and technical support relative to firearms and explosives to all functions of the Bureau.
Knowledge of the Federal and State laws, regulations, court decisions and court procedures relating to firearms and explosives.
Must also be thoroughly familiar with laws and regulations administered or enforced by other Federal agencies which affect the firearms and explosives industries, or which have direct or indirect bearing upon violations of the laws enforced by the Bureau.
Assures correct interpretation of policies and regulations on the part of subordinate officials and in conjunction with the Assistant Director, EPS, initiates programs of unusual complexity which may result in significant changes in the policies and practices of the Bureau.
Responsibility for the regulation in commerce of the firearms and explosives industries and providing technical guidance to the industry at large.
