Full Job Description

This position reports to the Assistant Commissioner, Office of Financial Management Shared Services, under the Associate Commissioner, Debt Servicing & Financial Solutions.

The position provides strategic leadership for the delivery and modernization of financial management shared services for a diverse portfolio of federal customers.

This role sets the operating model for reliable and transparent services, ensuring financial integrity, compliance, and stewardship of public resources.

You must demonstrate all of the MTQs to be rated as eligible for this position.

MTQ 1 - Demonstrated experience overseeing a complex financial management or accounting program for a large government or business entity that is dependent on automation to accomplish critical business objectives, with responsibility for ensuring the integrity, accuracy, and reliability of accounting operations, financial reporting, and financial systems.

This experience includes knowledge of Generally Accepted Accounting Principles (GAAP), auditing standards, and internal control frameworks, as well as the ability to adapt accounting standards, laws, policies, regulations, principles, and procedures to a federal government environment.

MTQ 2 - Demonstrated experience providing leadership in a fast-paced environment and managing multiple priorities that requires understanding of organizational dynamics including interplay between policy and operations, including experience supporting high-level officials with changing priorities.

MTQ 3 - Demonstrated experience managing financial statement audit responses; developing, implementing, and evaluating internal controls; and identifying and managing financial, operational, and compliance risks within complex programs or organizations.

This experience includes assessing the effectiveness of programs and business processes and identifying opportunities for improvements.

This includes knowledge of Generally Accepted Auditing Standards (GAAS), internal control and risk management frameworks, and related laws, policies, regulations, principles and procedures, as well as the ability to apply and adapt this knowledge to federal government auditing, risk management, and internal control programs.

Major Duties:

As the Deputy Assistant Commissioner, Financial Management Shared Services, you will advance and expand a governmentwide financial shared services capability supporting Federal agencies of varying sizes, missions, and complexities.

You will be responsible for ensuring consistent, high-quality financial operations across government through a standardized, reliable shared services model aligned with Federal standards and agency-specific requirements.

In this role, you will: Lead a multidisciplinary workforce of more than 500 geographically dispersed staff and set the strategic direction for shared financial services; Advance standardization, modernization, efficiency, scalability, and service reliability across enterprise financial operations; Oversee full-service financial management operations, including accounting, payments, reporting, and related shared services functions; Provide executive oversight of complex Treasury-level and governmentwide accounting programs, including debt and agency-level operations; Represent senior leadership in high-level engagements with Federal agencies, financial institutions, contractors, and private sector partners; and Identify and mitigate financial, operational, and compliance risks, strengthen governance and internal controls, and serve as acting executive for Financial Management Shared Services as needed.
