Conditions of Employment Cont: Position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.

Incumbents of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series, GS-0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems.

Examples of specialized experience includes knowledge of complex organizations that provide cross-functional capabilities (operations, maintenance, mission support, logistics, and medical) to execute a wide variety of missions (air advisor, building partner capacity, air mobility liaison, air mobility planning, global air mobility support).

Knowledge of and skill in the application of military aviation expertise, to include flying operations, command and control, aircraft maintenance, aerial port, base operations support, air advising, and embassy operations.

Knowledge of safety and security regulations, and risk management practices and procedures.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of complex organizations that provide cross-functional capabilities (operations, maintenance, mission support, logistics, and medical) to execute a wide variety of missions (air advisor, building partner capacity, air mobility liaison, air mobility planning, global air mobility support).

Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.

Ability to analyze, plan, coordinate, and adjust work operations of multiple organizational segments to meet program requirements and objectives within available resources.

Knowledge of and skill in the application of military aviation expertise, to include flying operations, command and control, aircraft maintenance, aerial port, base operations support, air advising, and embassy operations.

Ability to communicate both orally and in writing. Knowledge of safety and security regulations, and risk management practices and procedures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

The primary purpose of this position is: Serve as the 621 Air Mobility Advisory Group (AMAG) Deputy to the Commander in Air Mobility Command's only Advisory Group with more than 361 funded authorizations.

With the commander, the incumbent oversees the complex, numerous, and varied day-to-day worldwide execution of Building Partnerships (BP), Building Partner Capacity (BPC), Theater Air Operations Center Command and Control (C2) and Air Mobility Liaison operations under peacetime, contingency, and wartime.

The incumbent is authorized to make technical and executive decisions for the AMAG Commander in all areas of functional responsibility; represents the group and the commander at meetings, conferences, official functions, and community events; and, when acting as the senior group official in the absence of the commander, possesses the same authority and prerogatives as the commander, excluding UCMJ authority which is vested in military officers only.

Exercises second-level supervisory and managerial authorities. As deputy to the commander, plans, organizes, and oversees the day-to-day readiness, support and mission execution activities of the AMAG.

Exercises supervisory personnel management responsibilities. Represents the 621 CRW Commander and 621AMAG Commander in strategic planning with a variety of wing and functional-area organizations.

As AMAG senior civilian and operational subject matter expert, acts as sole process owner and source of continuity for all home-station unit equipment readiness functions and personnel training integration coordination with installation, Component Numbered Air Force, MAJCOM Headquarters, Combatant Commander and other government organizations.

Leads and/or participates in special projects and initiatives and performs special assignments to include making periodic, comprehensive assessments and evaluation of program goals/objectives which provide a basis for long-range planning to enhance the organization's management support capabilities.
