Full Job Description

This position is the Deputy Assistant Inspector General for Audits, Inspections, and Evaluations (OAIE), and is also responsible for the Innovation, Quality, and Resolution team in the U.S.

National Science Foundation's Office of Inspector General (OIG). The mission of the OIG is to provide independent and objective oversight of the U.S.

National Science Foundation (NSF) to improve the effectiveness, efficiency, and economy of its programs and operations and to prevent fraud, waste, and abuse.

BASIC REQUIREMENTS: Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.

The 24 hours may include up to 6 hours of credit in business law.

OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality.

This can include up to 6 hours of business law; A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

To qualify at the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 level in the Federal service.

SPECIALIZED EXPERIENCE STATEMENT(S): Auditing complex business processes and making recommendations for improvement; developing and implementing quality assurance measures; negotiating with third parties to gain consensus for implementing recommendations for corrective action, and validating accuracy and completeness of audit resolution efforts; providing advice and consultation to senior leaders on audit execution and outcomes; and reviewing and issuing complex technical reports and correspondence.

Knowledge of and experience in ensuring oversight assignments are conducted in accordance with published standards, including Generally Accepted Government Auditing Standards (GAGAS) and Council of the Inspectors General on Integrity and Efficiency (CIGIE) Quality Standards for Inspection and Evaluation.

Major Duties:

As the Deputy Assistant Inspector General for Audits, Inspections, and Evaluations (OAIE), and the Director of Innovation, Quality, and Resolution (IQR), reporting directly to the AIGA, you will perform the following duties: Advises senior OIG leaders on project needs or modifications to ensure compliance with auditing standards, policy, procedural guidance, and other applicable professional standards and requirements.

Provides oversight and direction in government-conducted performance audits and reviews.

Supervises a team that advises AIGA on the latest federal oversight practices and recommends innovative approaches for performing OAIE's oversight mission.

Provides expert counsel to team members on unique, complex, and ambiguous areas.

Sets short-term priorities and directs the development, preparation, and completion of annual quality assurance planning, Internal Audit Standards Quality Assurance Reviews, external peer reviews, and special project initiatives.

INNOVATION & CONTINUOUS IMPROVEMENT Conducts ongoing advanced research into new and innovative approaches to audit work.

Develops and cultivates relationships with other innovators in the Inspector General community to exchange ideas and improve the efficiency and effectiveness of OAIE audits, inspections, and other oversight activities.

Consults with Directors and staff within OAIE to gain a better understanding of their work and to brainstorm ideas for process and quality improvements.

Interprets changes to or new legislation or regulations for impact on OAIE work processes and advises the AIGA if such changes necessitate policy or practice adjustments.

Reviews, updates, and/or rewrites OAIE-wide policies to ensure they reflect changing requirements and inform how OAIE work is conducted.

QUALITY ASSURANCE Ensures that OAIE Quality Assurance (QA) practices are proactive. Builds and implements continuous QA measures into all facets of OAIE internal work processes.

Oversees the design and implementation of processes that ensure OAIE outputs maintain the highest standards of quality.

Prioritizes quality assurance work in consideration of risks, vulnerabilities, stakeholder requests, financial impact, and the potential to make recommendations that can lead to positive organizational improvements.

AUDIT RESOLUTION Leads OAIE's resolution program to ensure that appropriate and timely action is taken by NSF, grantee or contract management officials in response to all report findings and recommendations.

Maintains expert knowledge of OMB, NSF, and OIG policies and procedures that govern the resolution and follow-up process.

Develops and maintains professional working relationships with NSF and National Science Board officials and staff involved in the resolution and implementation process.

Conducts regular and frequent meetings with high-level NSF officials to discern and ensure that corrective action plans are developed and implemented.

Assesses the validity and completeness of NSF's proposed resolution and implementation actions to monitor compliance by conducting extensive probing and analysis.

Provides expert advice and consultation to top agency management on audit execution and outcomes, which are typically highly complex, sensitive, controversial, and broad in scope and impact.
