About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f.

Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

This position is located at the Fort Meade, MD. CYBER EXCEPTED SERVICE POSITIONS ARE NOT SUBJECT TO THE TWO-PAGE RESUME LIMIT.

Degree: Bachelor's degree (or higher degree) in in mathematics, statistics, computer science, data science or field directly related to the position. OR B.

Combination of Education and Experience: Courses equivalent to a major field of study (30 semester hours) as shown in A above, plus appropriate experience or additional education.

To qualify based on your experience, your resume must describe 1 year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position.

Such experience is typically in or directly related to the work of the position to be filled.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized experience would be demonstrated by: 1) Implementing qualitative and quantitative methods for identifying large data sets; 2) Advising others on the appropriate resolution for gaps in data analytic capabilities; 3) Creating visualization tools to support mission planning activities; 4) Recommending standard business practices regarding information technology capabilities that support the agency's mission.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Major Duties:

  • Contributes to subject matter experts (SMEs) in efforts to identify and critically assess advanced and emerging concepts and technologies to identify ways the DoD cyberspace program community can more extract meaning and value from datasets.
  • Through analytic modeling, scripting, and/or programming, develop and implement quantitative and qualitative methods for characterizing large datasets in various states of organization, cleanliness, and structure.
  • Engage with peers to share information as to operational requirements and priorities, as well as ongoing data science investigations.
  • Achieve this collaboration on a peer-to-peer basis, as well as through membership in established inter-agency and intergovernmental working groups.
  • Uncover and explain actionable insights from data by combining scientific method, math and statistics, specialized programming, advanced analytics, artificial intelligence (AI), and storytelling.
  • In particular, identify and prioritize data analytics capabilities that are critical to the achievement of JCWA operational capabilities.
  • Advise on data requirements to ensure ability to achieve interoperability and engage in join operations with other DoD agencies, across the JCWA, and with foreign partners.
  • Provide continuing expert advisory support and oversight to ensure data analytics capability gaps and disconnects are resolved, and that data standards are defined and effectively and consistently implemented across the program community.
  • Identify the need, define standards, and lead implementation of best practices in data curation to support current and future needs of USCYBERCOM machine learning (ML) algorithms.
  • Collaborate with Artificial Intelligence/ML Scientist, investigate advanced and emerging concepts and technologies, make authoritative recommendations for selection and exploitation of technical means to achieve effective data curation activities.
