Summary

This job involves overseeing child and youth programs at a U.S.

Army base in Germany, including managing childcare centers, summer camps, and staff to ensure safe and effective services for military families.

Full Job Description

This position is located at Morale Welfare Recreation Fund Child and Youth Services (CYS) Base, Kaiserslautern, Germany.

Morale Welfare and Recreation Child and Youth Services (CYS) Employee Childcare Fee: must work at least 15 hours per week.

First Child: 100% childcare fee discount (all CYS employees) Second and Subsequent Child: 25% childcare fee discount (all CYS employees) Incentives and Bonuses Incentives will not be paid.

Resumes must be two pages (or less). Resumes should clearly demonstrate the applicant's relevant experience, skills, knowledge and abilities as they pertain to this position.

A qualified candidate must possess the following: (QUAL 1) Successful completion of a 4 year college or university degree with a major course of study or substantial course work which directly relates to a CYS field: early childhood, elementary, secondary, special education, child and youth development, psychology, youth program administration or a closely related field.

OR (QUAL 2) A combination of education and experience.

Successful completion of at least 24 semester hours in a major course of study in education or a field appropriate to education, plus appropriate work experience that provided knowledge skills and abilities directly related to the duties described.

In addition to the requirements mentioned above (QUAL 1 or QUAL 2) candidates must possess the following: 1.

Demonstrated twelve (12) months work experience in at least two (2) CYS program types (FCC, SAS, etc.) that included management of a child or youth program.

The work experience must have been equivalent in difficulty and complexity to the next lower grade level. 2.

Knowledge of management analysis, personnel development, and APF and NAF funding and oversight relationship to CYS programs. 3.

Ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions. 4.

Comprehensive oral and communications skills and analytical writing skills, and the ability to present ideas and proposals to a variety of audiences..

In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified": 1)-Minimum of 3 years of experience as a CYS Facility Director.

2)- Demonstrated knowledge of the National Association for the Education of Young Children (NAEYC) after 2021 and the Council on Accreditation (COA) after 2023.

3)- Demonstrated experience working with outside organizations such as BGCA and 4-H programs. Major Duties:

  • Has the oversight and responsibility for the operation, integration, coordination, and oversight of an installation Child and Youth Delivery System IAW all applicable regulations and standards.
  • Ensures staff follow risk management procedures (i.e., abuse prevention, identification, and reporting procedures; accident prevention, etc.). Develops policies, procedures and SOPs to support program goals.
  • Plans and supervises administration of the center-based system to include full day, part day preschool, before and after school age programs, hourly, special needs programs/services and summer camps for school age children.
  • Establishes and oversees food service program for centers and quarters-based programs ensuring compliance with Army and USDA food program policies and procedures to include proper meal components and food service/preparation and storage.
  • Recruits and hires qualified personnel utilizing Army CYS Standard Position Descriptions. Supervises staff assigned directly to the delivery system and evaluates employees based on established performance standards.
