About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f.

Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S.

Department of State. CYBER EXCEPTED SERVICE POSITIONS ARE NOT SUBJECT TO THE TWO-PAGE RESUME LIMIT.

Applicant must have one year of directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position.

Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills, and abilities necessary to successfully perform the duties of the position.

Such experience is typically in or directly related to the work of the position to be filled.

Qualifying experience would be demonstrated by contributing to strategic and operational planning for collaboration with external partners; contributing insight and functional expertise in cyber-related threats, vulnerabilities, and adversary tactics to enable cyberspace planning and operations; and providing authoritative interpretations of regulations and high-level policy directives.

Major Duties:

  • Drives enterprise-level analysis of complex issues and challenges to inform strategic and policy decision-making.
  • Promotes the Command’s mission and advances the Commander’s strategic objectives through ongoing collaboration with a key U.S. Government (USG) partner agency.
  • Identifies and addresses obstacles to integrated courses of action (COAs) and enables their implementation by operational personnel to support shared national defense and cybersecurity objectives.
  • Applies extensive knowledge of federal regulations, policies, and the Commander’s guidance to contribute meaningfully to the development of DoD-level cyberspace programs and policy.
  • Leverages expertise in malware analysis, threat hunting, IT and application security, network defense and penetration testing to identify and advance opportunities for USCYBERCOM partnership expansion.
  • Establishes performance measures and metrics to align policy, management, and technical objectives across the Command and other DoD components supporting the cyberspace mission.
  • Collaborates with leaders across program organizations to define and implement effective corrective actions for future cyberspace programs.
