The Facility Management Division is hiring a Lead Custodian for Downtown

The Downtown Lead Custodian opportunity is a chance to work in an environment with unique challenges and opportunities for growth.

The Downtown Lead Custodian will lead and perform custodial services for the Facility Management Division.

Facility Management is responsible for maintaining Public Works, Community Centers, Emergency Services Training Center, Eugene Downtown Core, and several Police substations and facilities.

This position is currently assigned to the Downtown crew, which primarily performs work in and around the downtown parking facilities.

Salary: $23.01 - $28.63 hourly / $47,860.80 - $59,550.40 Annually

The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials. This process is consistent with the Oregon Equal Pay Act (OEPA).

Acting in Capacity Pay is determined based on the applicable collective bargaining agreement or Administrative Policies Manual (APM).

Pay placement will be the minimum of your current pay so long as it is not above the maximum of the Acting in Capacity salary range.

If you are in a position that is at the same salary range as the Acting in Capacity assignment you are applying for, there may be no change in pay for the Acting in Capacity assignment.

About Limited Duration Position

  • This Limited Duration position could last up to 12 months per business need.
  • If you are a current Limited Duration employee, you will not have rights back to your Limited Duration position.
  • Employees hired into Limited Duration positions will be members of the AFSCME bargaining unit and covered by the contract except for items outlined below:
    • Limited Duration employees are at-will and do not have a probationary period; they accrue no seniority, have no bumping or layoff provisions, and have no discipline or discharge rights.

About Acting in Capacity Assignment

  • This Acting in Capacity position could last up to 12 months per business need. At the end of the assignment, you will return to your regular position.
  • You must meet the minimum qualifications for the Acting in Capacity position.
  • You must receive permission from your supervisor to apply.
  • If you are on probation, it may impact supervisory approval to apply for this opportunity.
  • If you are currently a member of a union, you will continue to be represented during this AIC position.

Requirements

  • General custodial duties including trash removal, pressure washing, biohazard cleanup, keeping areas free of debris, and other general custodial work in and around downtown parking structures, downtown core area and other city facilities.
  • Leads the work of custodians; organizes, schedules, assigns, and inspects work of employees.
  • Plans, organizes and leads short and long-term custodial projects.
  • Plans and presents training sessions to custodial workers on safe working procedures and methods and in use and care of supplies and equipment.
  • Assists in developing and implementing work procedures and standards.
  • Uses Microsoft Outlook and Excel for communicating and recordkeeping.
  • Uses online timekeeping system and trains employees on use of system.
  • Supports and respects diversity in the workplace.
  • Maintains records and reports on operations.
  • Schedules, oversees, and performs graffiti abatement, painting, preventive maintenance, minor carpentry work, and repairs of plumbing, doors, and hardware.
  • May assist with grounds-keeping duties such as watering, fertilizing, and planting shrubs; minor irrigation repairs; maintains exterior(s).
  • Orders and maintains inventory and records of supplies, equipment, and materials; works with vendors to identify most cost-effective equipment, supplies, and materials.
  • May lock and secure offices and activate/deactivate security alarms.
  • May act in capacity of a supervisor as assigned.
  • Daily operation of a City vehicle will be required.
  • Performs other related duties as assigned.

Minimum Qualifications

Experience

  • Three years of increasingly responsible experience in all phases of custodial and minor building maintenance work.
  • One year of lead worker or supervisory experience preferred.

Background

Must pass a criminal background check.

Physical

Must pass a physical assessment and drug test.

License

Valid Oregon driver’s license (or, the ability to obtain by date of hire); must pass driving records check and, if hired, maintain a driving record that meets the City’s standard.

Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

The ideal candidate will have the following knowledge, skills, and abilities

Knowledge

  • Equipment, tools, materials, supplies, and chemicals needed for custodial building maintenance and minor maintenance work.
  • Custodial services and methods.
  • Safety practices and procedures.
  • Modern office methods, practices, automation tools, and software applications.
  • Basic understanding of building systems such as fire suppression systems; lighting, floor, and wall coverings and coatings.
  • Safety hazards, precautions, and hazardous materials including safe handling and storage of cleaning materials.
  • Basic building security practices.

Abilities

  • Plan, assign, lead, and review work of City or contracted staff. Plan and provide training to employees.
  • Prepare reports, records, and budget information.
  • Learn and train employees on City online timekeeping system within six months of employment.
  • Give and receive directions and instructions, both verbally and in writing.
  • Provide and wear personal protective equipment as required.
  • Proficiently use computers and related software applications, record keeping systems, and various databases.
  • Work independently.
  • Perform the physical duties required of the position, including lifting up to 50 pounds, bending, walking, and reaching.
  • Pass physical exam, police background check and driving record check.

Additional Information

Working Conditions

Work in this class is done generally in an office environment. Some assignments may include working outdoors.

Requires constant standing and walking with frequent lifting, carrying, pushing, pulling, bending, and twisting. Constant use of hands and arms and may require overhead reaching.

Frequently required to lift up to 35 pounds, occasional lifting up to 36-60 lbs. Work includes operating a variety of tools and equipment that may require additional and advanced training.

Exposure to moving equipment, dust fumes, electric shock, toxic/caustic chemicals and biological hazards. Duties may be performed in a closed facility and/or around the public and during public events.

Required to work around and respond to difficult and confrontational situations and individuals. May require working at heights.

Safety equipment, including shoes, gloves and eye protection are required.

Bilingual Pay Benefit

Per the AFSCME contract, the City shall pay an employee an additional 5% for a required intermediate or advanced level competency.

To qualify for bilingual pay, the employee must have demonstrated fluency in the required language and successfully pass a fluency examination administered by the City's Employee Resource Center division.
