The work unit exists to implement the goals and objectives of Colorado Parks and Wildlife’s strategic long range and operational plan in order to accomplish the Legislative mandate of protecting, preserving, managing, and enhancing the State’s wildlife resources in the geographical area comprised of Area 11 in the Southeast Region, (Pueblo, Huerfano, Custer, and Las Animas Counties).

Requirements


This position exists to protect, preserve, enhance, and manage habitat on several State Wildlife Areas, (SWA’s) within the Trinidad/stonewall area of Las Animas County, (Area 11).

Specifically, this includes a total of two SWA’s, (Spanish Peaks, and Lake Dorothey SWA).

The area 11 work unit manages State Wildlife areas in the same geographic area that provide wildlife habitat and wildlife related recreation for the benefit and enjoyment of the public.

Wildlife technicians perform the work within Area 11 to provide these services and are responsible for cooperatively working with the Area Wildlife Manager, Assistant Area Wildlife Manager, local District Wildlife Manager, and biologist to identify and implement habitat improvement projects and a wide variety of other wildlife related responsibilities.

PROPERTY MANAGEMENT

This position is responsible for the routine maintenance of State Wildlife Areas, area equipment, and other facilities within the area 11 work unit in Southern Colorado.

This position is responsible for maintaining the Spanish Peaks Shop including other outbuildings and facilities.

This position will also develop and implement operational plans, budget estimates, work plans and master management plans for the State Wildlife Areas to achieve the goals and objectives within CPW's long term operation and strategic plan.

This position may supervise volunteers, temporary positions, and work with labor crews from the Department of Corrections, Youth in Natural resources or other entities.

This position will work with landowners on grazing and agricultural leases.

This position will also work closely with coal bed methane operations that exist on SWA's with the goal of mitigating any surface use by developers to lessen impacts on both wildlife and wildlife habitat.


The position cooperatively develops and implements habitat improvement projects, five-year maintenance, and legal compliance plans for SWA’s.

This position determines project priority in accordance with planning documents and utilizes professional resources and consults professionals on specific project needs.

This position is responsible for administering agricultural leases on state wildlife areas.

This position is responsible for the coordination of crews and contractors including, but not limited to: seasonal and temporary employees, volunteers, youth crews, convict labor, NGO projects, Colorado State Insectary projects, and weed control projects.


This position is responsible for weed management on State Wildlife Areas. This involves identification of noxious weeds, applying herbicide at the appropriate time and at the correct application rate.

The technician should be proficient in weed management and be able to direct seasonal employees to perform weed management activities where appropriate.

Uses weed certifications and management knowledge to acquire appropriate chemicals, mix correct ratios, and direct seasonal technicians to apply chemicals when special certifications are not needed for such.

Also recognizes which chemicals are controlled and applies chemicals in manners consistent with their regulated use.


ADMINISTRATIVE RESPONSIBILITIES
Maintain all pertinent and informational records and property files; maintain tool, equipment and capital equipment inventory. Updates and maintains certification skills through attending conferences and trainings. Due to the transportation of heavy and or large equipment this position requires a CDL certification. Acquires goods and services while following appropriate purchasing and fiscal procedures. Process temporary personnel hiring and employment documents. Maintains technical knowledge and qualification in chemical application for weeds. Administers agricultural leases on State Wildlife Areas.

WILDLIFE MANAGEMENT
Counts and/or classifies wildlife populations and distributions. Assess the effects of habitat and water management regimes, hunting seasons and permit numbers and provides information to the AAWM and DWM who will develop plans and/or formal recommendations.

ADMINISTRATIVE RESPONSIBILITIES

Maintains and updates all pertinent records, property files, and habitat management data. Maintains tools, equipment, and capital equipment inventory.

Updates and maintains skills certifications through regulating entities, attending conferences, and training.

Acquires goods and services while following appropriate fiscal, purchasing, and reporting procedures. Processes temporary personnel documents and time sheets.

Maintains and enhances technical knowledge of all administrative procedures pertinent to this position.


MAINTENANCE

Develop and maintain property facilities to include fencing, signing, parking lot and access points, bridges, roads, toilets, water manipulation devices, and buildings.

Use and maintain vehicles, tools, and equipment to include heavy equipment, farm machinery, welders, and large power tools.

Work with Area 11 staff to maintain the compound including the yard, equipment and buildings.

Works with engineers, AWM, and AAWM to assess, describe, and prioritize capital and equipment needs for the property.


CUSTOMER SERVICE

Provide customer service for constituents utilizing various State Wildlife Areas in Southern Colorado. Talk to users about regulations and answer questions.


Other duties as assigned.

Qualifications

Minimum QualificationsFour (4) years of relevant experience in construction, carpentry, equipment/machinery operation, farming, ranching , rangeland management, wildlife habitat management, resource management, Landscaping, facility maintenance management, HVAC, plumbing, welding and electrical, or an occupational field related to the work assigned to the position.

You must adequately demonstrate your experience in your application as it relates to the duties of this position. No formal college education is required. Substitutions

Appropriate education in any discipline of science, program management/project management, construction project management or a related field of study will substitute for the required experience on a year-for-year basis.


Preferred Qualifications
  • Current or former Colorado Parks and Wildlife work and/or volunteer experience.
  • Current or former state experience related to this position.
  • Possess current trade certifications or licenses (CDL).
Required Competencies
  • Excellent organizational and time management skills.
  • Strong oral and communication skills.
  • Ability to use and operate computers and email
  • Ability to use and maintain position certifications.
  • Excellent tractor and heavy machinery skills.
Conditions of Employment
  • State of Colorado residency is required at the time of application.
  • Must possess and maintain a valid state of Colorado driver's license if operating a State vehicle.
  • If the employee does not have A CDL they must be willing and able to obtain one. CDL with Air Brake preferred.
  • Criminal and driving background check required
  • This position will be exposed to fuel directly as fumes from the combustion of the fuels.

  • Exposure to herbicides
  • Occasional travel and overnight stays are required for training, etc.

  • Experience operating tools, OHV’s, heavy equipment, tractor, etc.

    To be compliant with the new fleet vehicle policy, Motor Vehicle Records (MVRs) will be pulled for review for workers who: Have an assigned State fleet vehicle

  • Are required to operate a vehicle as part of the position

  • Utilize a State fleet vehicle as a pool vehicle
