COLORADO PARKS AND WILDLIFE
Our Mission is to perpetuate the wildlife resources of the state, to provide a quality state parks system, and to provide enjoyable and sustainable outdoor recreation opportunities that educate and inspire current and future generations to serve as active stewards of Colorado's natural resources.

The Capital Development Section manages all aspects of the asset management, facility design, engineering, construction, and landscape design programs including managing multimillion dollar budgets for the Colorado Division of Parks and Wildlife (CPW).

The Section provides professional expertise in the areas of civil and structural engineering; site design and preparation; park facility design and layout; building design and construction management; and, landscape architecture.

This Section develops and maintains standards for capital development throughout the agency.

They monitor compliance with both agency and code requirements as well as requirements delegated from State Buildings.

They maintain a centralized asset management database and track the conditions of all agency owned facilities. Dam safety monitoring and maintenance is also handled centrally by this unit.

The centralized program also houses the design group that is utilized to design projects for both parks and wildlife branches.

They also represent the capital program with outside entities such as GOCO and the federal government and with the CPW Executive Management Team and Parks and Wildlife Commission.

Requirements

The primary purpose of the position is to provide design engineering services for multi-faceted capital construction projects. Design includes preliminary investigations, project planning, topographic surveying, developing and choosing project alternatives, cost analysis, design calculations, performing computer aided drafting (CAD), developing construction drawings, specifications preparation, contract and bid documents preparation, and design consultant selection, contracting, and oversight. Periodic additional duties of the position will be to provide construction management services including construction contract management, assuring the project construction is in compliance with contract documents, preparing construction contract modifications, providing construction quality assurance, contractor payment processing, writing contractor claims for adjustments and disputes, handling contract terminations, closing out construction contracts, and designing and administering purchase order and invoice work.

Specific duties include but may not be limited to:

DESIGN PROJECT MANAGEMENT

Analyze a project’s goals and objectives and develop a complete design including engineering calculations, CAD design drawings, technical specifications preparation, and material quantities take-offs. At times, direct the tasks of other designers in support of the project.


TECHNICAL ASSISTANCE

Collaborates with other engineers and technicians for completeness, errors, and conformance to accepted procedures, methods, and codes on various design projects.


FIELD SURVEY

Performing topographic surveys and field data reduction.


DESIGN CONSULTANT MANAGEMENT

Develops scope of work and uses State procurement to select and contract with design consultants. Oversees consultant work and administers the contract to ensure deliverables are high quality and comply with the contract.


CONSTRUCTION MANAGEMENT

Performing detailed visual inspections of and documenting contractor's work to ensure conformance with plans and specifications. This duty is for training purposes to expose the position to construction techniques.

Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors.

Conditions of Employment
  • Must possess and maintain a valid state of Colorado driver's license for operating a State vehicle.
  • Statewide travel will be required to visit construction sites and for field surveys. Approximately 3 to 10 times per month.
  • Current valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors.
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify their application from the current position.

    (Please Note: Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with DNR).

    Pursuant to the DNR-120 Fleet and Driving Standards Administrative Directive, any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.

    To be compliant with the new fleet vehicle policy, Motor Vehicle Records (MVRs) will be pulled for review for workers who: Have an assigned State fleet vehicle

  • Are required to operate a vehicle as part of the position

  • Utilize a State fleet vehicle as a pool vehicle
