The City of Tacoma Municipal Court is seeking a Court Support Services Unit Manager. This classification provides professional services for misdemeanant offenders for Tacoma Municipal Court in the areas of case management, intervention services, drug testing and sentencing alternatives. In addition, this classification interacts with probationers referred by the courts to various programs and services including monitored probation, alternative detention, and court monitoring. An incumbent receives direction from the Court Administrator and the Presiding Judge.

Distinguishing Characteristics:

Individual Contributor: Assignment with regular interaction with senior department leadership as the department or city-wide designated/recognized and approved subject-matter expert for a unique function that requires significant expertise: typically is an industry-recognized expert by external groups such as industry groups, professional associations, educational institutions and possesses unique licenses or certifications others in the class do not possess; has delegated decision-making authority and management defers to this position for decision in area of expertise.

May also include supervision of less than two (2) professional-level employees, leading other employees, or intermittent, project-based supervision.

Focus of assignment is extensive and broad knowledge and skill within a particular field or function.

Work involves assisting with policy development, leading high impact/high dollar projects, making operational and strategic recommendations, managing enterprise activities, and /or performing highly technical work with a high degree of impact and political risk.


Management Track: First level of supervisory authority overseeing a formally designated unit of two (2) or more professional-level positions.

Time is spent in work unit management including all of the following: budget management; directing, planning and coordinating assignments/projects; monitoring work quality; counseling employees; resolving issues and grievances; conducting performance evaluations and providing recommendations for hiring, terminations, discipline, salary actions.


Responsibilities Include:
  • Maintains confidentiality and professional ethical standards required by state and federal statutes.
  • Develops, plans, coordinates and implements new program activities and strategies to enhance the effectiveness of the Court Support Services Unit.
  • Provides case management for program participants; schedules and facilitates meetings and group sessions, attends court hearings, assist with intake assessments, and provides guidance and support as needed. ??
  • Collaborates with other community resources to maintain and develop positive working relationships.
  • Provides services and programs that afford opportunities for offenders to change behavior; monitors compliance with pre-trial release or post-conviction orders, electronic home monitoring and jail; reports client compliance status to the court; resolves conflicts; and services as a liaison between the court and the probationer.
  • Prepares grant applications and monitor current grant funding related to programs; research alternative and/or additional funding sources, completes and submits all required financial information, collect/compile data, and prepares progress reports connected to grant awards.?
  • Evaluates the program’s effectiveness and areas of improvement, monitors success rates, builds the program, performs research and analysis to provide recommendations for current and future program needs.

Requirements

Minimum Education
Bachelor's degree in Sociology, Criminal Justice or Social Work required

Minimum Experience
4 years' experience in probation, criminal justice, social work or a related field that includes caseload management or criminal law

Licensing, Certifications and Other Requirements
Must successfully pass criminal background check
Must join the Misdemeanant Probation Association (MPA) within 45 days of employment
Must successfully complete the Misdemeanant Probation Counselor’s Academy within six (6) months of employment as required by WAC 139-10-210
Maintain continuing education credits, a minimum of eight (8) credits per year (Employer provided)
As necessary, may require Washington State Driver's License
