Job Description

Summary

This job involves reviewing and analyzing the costs and prices of government contracts to ensure they are fair and reasonable, including evaluating contractor proposals, past performance, and financial details for things like materials, labor, and overhead.

You'll support negotiations with vendors and help shape acquisition strategies for IT-related procurements.

It's a good fit for someone with a background in finance or accounting who enjoys detailed analytical work and has experience in contract evaluations.

Full Job Description

As a Cost Price Analyst, you will be responsible for the performance of contract price and cost analysis for a variety of proposed procurements, supplemental procurements, contract changes, claims, terminations and other contractual actions Location of position: Federal Acquisition Service, Information Technology Category at one of the locations listed.

We are currently filling two vacancies, but additional vacancies may be filled as needed.

The GS-12 salary range starts at $90,968 per year and varies by location.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

Basic Requirement for GS-1102-05 through 12 levels: A 4-year course of study leading to a bachelor's degree with a major in any field; or at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exception Provision : If you occupied a GS-1102 position at the GS-5 through GS-12 on January 1, 2000, you are considered to meet the basic requirement.

You must meet the Basic Requirements (or the exception) listed above and have one year of specialized experience equivalent to the GS-11 level in the Federal service.

Specialized experience is defined as: Experience using contract cost/price analysis principles and procedures to analyze and evaluate the cost elements on contracts.

Experience must include statistical, financial, and accounting analysis and experience in contract negotiation and price analyst.

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications.

If selected, an official transcript will be required prior to appointment. Major Duties:

Analyzes and evaluates estimated cost for reasonableness, reviewing in detail the significant direct/indirect cost elements of material labor, overhead, general and administrative expenses, facilities, engineering and other costs that extend over the life of the contract.

Analyzes costs for allowability, allocability, and reasonableness. Provides detailed documentation on the contractor's methodology in arriving at the proposed cost.

Thorough and comprehensive analysis generally establishes the basis for the final price negotiation. Prepares written analysis and supporting rationale to document findings and recommendations.

Performs analysis of contractor's projected estimated cost for reasonableness and fairness.

Evaluates contractor responsibility, analyzes past performance and costs of previous procurements, and compares standards or other techniques for the same or similar work.

Assesses the contractor's experience, technical ability, financial position, and capability to perform contractual requirements.

Reviews Independent Government Cost Estimates (IGCEs) prepared by government personnel to ensure they are sufficient to support price comparisons and cost realism assessments.

Identifies discrepancies, unsupported assumptions, or missing elements, and recommends corrections.

Establishes the pre-negotiation pricing position, assists the contracting officer during negotiations, presents reasons for arriving at determinations of allowable costs and/or conducts the final price negotiation as requested.

Explains compliance requirements, addresses performance and pricing concerns. Translates customer requirements into acquisition strategies.

Manages expectations about timelines.Influences vendor pricing decisions. Guides customers and stakeholders through complex acquisition and keeps them informed of progress.
